Department Summary:
The N114 Resilient Warfighter Space Services Department is committed to ensuring resilient space-based capabilities to enable successful joint warfighting across all domains. We achieve mission success by leveraging our operational understanding, technical expertise, comprehensive view of the technology landscape, and cross-enterprise connectivity. Our team conducts cutting-edge technical research and prototype development, providing senior government leaders with data-driven insights to advance space-based capabilities. Our diverse portfolio spans multiple missions, with a focus on resilient Satellite Communications (SATCOM) and Positioning, Navigation, and Timing (PNT). As a major contributor to the Space Warfighting Division, the N114 department enables resilient space-based solutions that enhance the effectiveness of joint warfighters in and across all domains.
The N114 Department is seeking a PNT Engineer with deep knowledge and extensive experience in Navigation Warfare (NAVWAR), the Selective Availability Anti-Spoofing Module (SAASM) Mission Planning System (SMPS), and crypto-key management. The candidate will lead NAVWAR-related engagements with senior government leaders and other subject-matter experts, serving as MITRE’s primary focal point for expanding this work at the Space Systems Command (SSC) MilComm and PNT (CG) Delta. The ideal candidate will understand NAVWAR/SMPS mission objectives and current challenges, be able to analyze and resolve complex technical and operational issues, collaborate with and become a trusted advisor to MITRE and government stakeholders, make actionable programmatic and technical recommendations for achieving mission objectives, and oversee relevant system implementations.

Key responsibilities:
Routinely engage with sponsor senior materiel leaders, materiel leaders, and other sponsor personnel to develop a deep understanding of their mission challenges. Provide strategic and technical leadership as a trusted advisor, while growing and strengthening the sponsor relationship. Enhance MITRE’s role in proactively shaping programs to achieve operational mission objectives.
Perform systems engineering analyses and operational assessments, conduct trade studies, and evaluate technologies to justify PNT investment recommendations. Core areas of responsibility include NAVWAR, SMPS, GPS signal crypto and key management
Identify, recommend, and advocate for user equipment integration actions, system modifications, and technology insertion initiatives to realize improved PNT architectures that enable NAVWAR capabilities.
Work shoulder-to-shoulder with a diverse range of Government and non-Government personnel, Allied partners, both technical and non-technical, to define and implement recommended technical improvements.
Identify, assess, and mitigate risks to satisfying system performance requirements and mission needs.
Collaborate across MITRE to ensure the full range of the Corporation’s skills and knowledge are brought to bear to satisfy warfighter needs and to efficiently and effectively solve technical challenges as they arise.
Foster a team environment that develops a robust network of MITRE and other professional connections. Engage and collaborate with engineers, planners, and subject matter experts. Leverage MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and transitioned R&D from the MIP into project delivery.
Develop the team and grow a world class PNT team by mentoring junior staff, providing technical guidance, career development support, and fostering an environment of continuous learning and innovation.

Basic Qualifications:
Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
U.S. citizenship with active DoD Top Secret Clearance (TS) with the ability to obtain and maintain a TS/SCI clearance.
Demonstrated technical expertise in systems engineering and space systems engineering for space-based PNT satellites, ground control systems, signals, and receivers
Excellent oral and written communication skills for technical and non-technical audiences.
Ability to build consensus and partnerships across industry, academia, and government to advance the application of state-of-the-art technologies for PNT missions.
Experience identifying and applying emerging technologies to GPS.
Experience fostering an environment and culture of innovation, technical leadership, collaboration, camaraderie, and technical quality.
Experience leading effective, multidisciplined technical teams
This position requires a minimum of 4 days a week on-site
Preferred Qualifications:
M.S. or PhD in Engineering, Computer Science, Math, Physics, or a related STEM field, and a minimum of 10 years of related experience or M.S. degree with a minimum of 8 years of experience.
Active DoD TS/SCI clearance
Recognized expertise in GPS program of records and familiarity with GPS Control, Space, and User Equipment to include interface control and signal design/operations
Deep knowledge and extensive experience in Navigation Warfare (NAVWAR), the Selective Availability Anti-Spoofing Module (SAASM) Mission Planning System (SMPS), and crypto-key management.
Domain-specific expertise and/or related education
MSEE or equivalent in communications, electronic systems, and cyber technologies
Proven ability to work with senior government leaders and stakeholders
Proven ability to lead complex, multi-organizational studies, analyses, resulting in actionable recommendations

Salary compensation range and midpoint:
$167,500 - $209,500 - $251,500 Annual
