JOB SUMMARY

The Sr Emergency Response Specialist leads, directs, and advises on emergency preparedness and response initiatives for refinery operations. This pivotal role encompasses a spectrum of responsibilities, spanning technical and administrative domains, to meticulously plan, organize, and execute fire prevention, suppression, and emergency services with the overarching goal of safeguarding lives and assets.

With a focus on technical proficiency and adeptness, the Senior Emergency Response Specialist offers invaluable support across various emergency preparedness and response facets, encompassing fire, hazardous materials, rescue, and medical response. Serving as the primary liaison for regulatory comprehension, risk mitigation strategies, and industry best practices, this role serves as a cornerstone of knowledge within the refinery's framework. This individual also assumes the vital role of representing the refinery within the local community and liaising with municipal emergency response entities.

Accountability for regulatory adherence, training mandates, and the continual enhancement of the refinery's emergency preparedness and response framework rests with the Senior Emergency Response Specialist. The role necessitates the capability to proactively identify areas for improvement within emergency response protocols and training methodologies. Ensuring compliance and meticulously maintaining records pertaining to all equipment, including mobile apparatus and various fire protection systems, forms a critical aspect of this role's responsibilities.

EDUCATION AND EXPERIENCE

  • 4-year / Bachelor's Degree (Required)

  • Master's Degree (Preferred)

  • In lieu of the above education requirements, an equivalent combination of education and experience may be considered.

  • Four (4) or more years of Experience in a related field (Required)

  • Required Certifications/Licensures: (Industrial Certified Fire Fighter - NFPA 1001, Fire Fighter I, Fire Fighter II, NFPA Pro Board Certified in Fire, NFPA 1081, Certified Hazmat and Incident Commander - NFPA 1072 IC, NIMS IC, or equivalent)

  • Demonstrate in-depth knowledge of emergency response management such as NIMS, MOC, or equivalents

  • Foster a working relationship with the Local Emergency Planning Committee (LEPC) and other community organizations

  • Perform routine monitoring of documentation to ensure refinery compliance with the safety and security programs including oversee Audits and Investigations; verifies and documents corrective actions

  • Maintain all necessary refinery and governmental records related to fire protection and emergency preparedness training

  • Coordinate with plant personnel to maintain the integrity and reliability of firewater systems

  • Stay informed of current fire and emergency response regulations, trends and technical advances

  • Conduct emergency response and planning training and drills, including fire training programs for employees

  • Develop and maintain emergency plans and incident command plans including annual updates to the Refinery Emergency Response Plan

  • Manage testing and maintenance of refinery firewater systems, fixed fire detection and suppression systems, and initiate projects for system upgrades

  • Oversee required testing and maintenance of the refinery firewater system including pumps, piping, hydrants, monitor nozzles and deluge systems

  • Oversee the required testing and maintenance of the emergency mobile apparatus and all associated equipment

  • Define necessary training for emergency preparedness team members across various scenarios

  • Develop the emergency response team organization and establish field incident command protocols

  • Direct Emergency Responses within the refinery, including fires and leaks, Haz-Mat and any spill incidents

  • Lead and Manage emergency preparedness activities to ensure regulatory compliance and achieve departmental goals
