Summary The individual is a Field Engineer with supervisor responsibilities that performs a wide variety of facilities and infrastructure design, engineering, technical, installation, testing, and maintenance duties. These duties will include but are not limited to design and installation of networking systems, both classified and unclassified; design and construction of facilities up to and including Special Access Program (SAP) and Secret Compartmented Information Facility (SCIF) facilities; design, installation, and maintenance of facility security systems to include camera and recording systems; and design and installation of large area cubical layouts. Essential Duties and Responsibilities Interfaces directly with customers at all levels from initial tasking through task completion to ensure all requirements meet the customer’s expectations. Conducts Site Surveys and technical investigations to address assigned tasking and identify specific task requirements to be accomplished. Develops detailed solutions to include alternative options and provide recommendations to meet the customer’s tasking/requirements. Works closely with other engineering, logistics, financial, and program management personnel to develop estimated Levels of Effort (LOE), bills of materials (BOM) and associated material costs, and other Direct Costs (ODC) to accomplish tasking/projects. Develops formal technical proposals to include Statements of Work (SOW) that clearly describes the scope of work to be accomplished and associated cost estimates, to include any anticipated limitations or risks to the customer. Develops work plans and project schedules to execute customer approved tasking/projects, to include labor resource assignments and procurement of material and ODCs. Works with assigned personnel on a daily basis to ensure all assigned work is completed on time and within task/project budgets. Ensures compliance with engineering, technical, electrical, construction, and other applicable standards in the execution of tasking. Performs engineering analysis and technical trade studies, and prepares and submits associated technical papers. May be required to conduct technical reviews of trade studies and/or technical papers. Responsible for implementing all operational, safety, quality, and environmental policies and procedures as they apply to assigned work and employees. Exercises discretion and independent judgement in representing and/or resolving matters of significance on behalf of the customer. The work is a combination of typical office environment work and exterior work associated with facilities and infrastructure installation services and may include occasional lifting of up to 40 pounds. There may be occasional travel to remote locations at other DoD range facilities. Required Qualifications Associate’s degree in engineering or other technical discipline or formal academic /vocational/military training and a minimum of 7 or more years of technical/professional experience in the specialty field. Experience developing project technical requirements (SOWs). Individual should have experience working with various types of architectural drawings, e.g., building blue prints, network configuration and wire diagrams, IT system schematics, etc., to include reviewing of AutoCAD/Visio type drawings. Knowledge and experience of technical concepts, principles, and practices associated with the design, installation, testing, and maintenance of infrastructure systems. Knowledge of engineering concepts, principles, and practices associated with the design and development of DoD facilities, to include Special Access Program (SAP) and Sensitive Compartmented Information Facility (SCIF) facilities. Experience with design, planning, construction, configuration, and periodic upgrades to government facilities to include “SAPF” and SCIF environments, data centers, etc., to include detailed cubicle and furniture layouts and configurations. Excellent trouble shooting skills and experience, and ability to do objective investigation, root-cause analysis, and problem identification. Excellent communication skills in both written and verbal form. Must be a “self-starter”, require limited to no supervision, and be able to work independently, as part of a team, and as a supervisor for up to 10 employees. Must have experience and strong, professional interpersonal skills to successfully work within a government to contractor relationship, as a subcontractor to a prime contractor, and as part of diverse Government and contractor team environments. Individual reports to an exempt onsite manager responsible for the Sub Annex C/IT Department facilities and infrastructure projects. Individual must have a sound working knowledge and experience with Microsoft Office applications, e.g., Outlook, Word, PowerPoint, Excel, etc. Must be able to successfully pass the contractor required drug test. Must have a current SECRET Security Clearance and ability to acquire higher level security clearances. Desired Qualifications Bachelor’s Degree in an engineering discipline Current Top Secret security clearance and ability to acquire higher level security clearances. 10-12 years of experience developing and/or working on/with facilities and infrastructure at U.S. Air Force Ranges, preferably Edward AFB, CA. 5-8 years of experience with design and development of SAP/SCIF facilities, preferably at U.S. Air Force Ranges. 3-5 years of working knowledge and experience with AutoCAD or similar drawing applications (e.g., VISIO). 3-5 years of working experience with automated purchasing and inventory systems like MAXIMO.
