Position Summary:

Under limited supervision, patrols service area for stray or unlicensed animals; impounds animals; investigates animal bites, anti-cruelty and other animal related complaints; and issue citation for animal ordinance violations. Euthanize ill and injured animals, collect fees as authorized for animal licenses, and maintains activity logs. Shift assignments may include possible weekend and holiday work.

Essential Job Functions:

• Patrol the City of Eastpointe for stray animals; enforce local, state, and federal laws and ordinances concerning the care, treatment, selling, licensing and impounding of animals.
• Investigate animal bites and cruelty; conduct inspections; issue warrants, citations, and warnings; and reports daily activities.
• Impound animals; pick up and dispose of deceased animals.
• Educate the public about animal regulations and humane animal care.
• Prepare investigative reports that may be introduced as legal court evidence.
• Appear for scheduled court dates and testify regarding civil infractions, misdemeanors, and felony charges.
• Identify impounded animals and prepare daily impounding slips.
• Maintain logs and activity reports on a daily basis. Operate an assigned City vehicle to perform assigned duties.
• Perform inspections of kennels and submit kennel permits to the Public Safety Director for approval.
• Transport animals to the Macomb County Animal Control.
• Handle various types of animals including but not limited to domestic, wild, farm and livestock animals that are living or deceased.
• Educate the public about animal care, laws, ordinance, and regulations.
• Sanitize and maintain animal holding areas.
• Inspect and sanitize department vehicles and equipment on a daily basis.
• Seek grants as they relate to animal issues.
• Have the ability to network with other Animal Control Officers and animal groups

*Required Knowledge, Skills, Abilities, and Minimum Qualifications: *

• Possession of a high school diploma or a certificate of successful completion of the General Educational Development Test.
• Certification by the Department of Agriculture and Rural Development as an Animal Control Officer or have completed 100 hours of training approved by the Michigan Department of Agriculture and Rural Development. 
• Possession of a valid Michigan driver's license and an operable, insured automobile for authorized travel.
• Knowledge of animal health and well-being.
• Ability to determine breeds, species, sex, and age of animals.
• Ability to recognize signs of animal illness, neglect, abuse, and cruelty.
• Ability to comply with laws, rules, regulations, policies, procedures, and follow orders of superior officers.
• Knowledge of law enforcement techniques, principles, and practices.
• Knowledge of local, state, and federal animal laws and court procedures.
• Knowledge of handling and caring for animals.
• Ability to maintain composure under stressful situations.
• Ability to adapt behavior or work methods in response to new information, changing conditions, or unexpected situations.
• Ability to effectively speak, write, and understand the English language.
• Ability to establish and maintain effective working relationships with elected officials, administrators, department heads, police department staff, and the public.
