POSITION SUMMARY

Administers human resource functions necessary to assist with the overall administration of the unit in support of assigned processes or functional area(s). Works independently to make day to day decisions with minimal oversight from supervisor/management.

MSU Extension (MSUE) is a large and complex unit with more than 700 employees in 83 counties spread across the upper and lower peninsula of Michigan. The position of the Human Resources Professional responsible for oversight and management of academic recruiting and hiring develops, implements, and enforces policies and/or practices as well as resolves complex and unique human resources matters in areas of responsibility while contributing to the success of our intricate organization.

In this position you will support academic recruiting efforts and will act as a liaison between MSU Extension and the central HR team at MSU. You will join a dynamic, talented, and high performing MSU Extension HR team that is campus-based in East Lansing to provide additional capacity and partnership to the four institutes and director’s office, while interacting with staff and administrators across the state.

This position may be eligible to utilize a flexible work environment, however, there is an expectation to work from a MSU Extension campus office. The needs, responsibilities, and opportunities of an individual’s position and office location drive the ability and amount of work-location flexibility.

Characteristic Duties/Responsibilities

  • Responsible for administering or coordinating HR processes to support areas such as recruitment and selection, orientation and onboarding, performance management and development, and/or employee retention and succession planning.

  • Assists in resolving minor employee concerns and escalating complex issues to HR managers.

  • Assists with employee relations issues, conducting investigations and providing guidance to managers on resolution.

  • Interprets, applies, and ensures compliance with contracts, bargaining agreements, labor laws, regulations, and university policies through audits, training, day to day administration, and policy updates.

  • Assists in developing plans, objectives, policies, and procedures for the day-to-day operations of the department or assigned administrative area(s).

  • Maintains employee records and ensures data accuracy in HR systems.

  • Conducts and/or participates in presentations to special interest groups and university administrators to provide information on federal, state and university policies and procedures.

  • Collects and analyzes information according to stated policies to make recommendations, provide testimony and produce specialized reports.

  • Counsels individuals in a given area of human resources in order to inform them of options, opportunities, benefits, and rights.

The Human Resources Professional supporting academic recruiting efforts for MSU Extension is responsible for all of the above duties. Below provides more specific information relative to support of this work.

70% Provides full oversight and management of academic recruiting and hiring.

  • Advises and works collaboratively with administrators to develop, create, review, and approve position descriptions, adhering to established guidelines for MSU Extension.

  • Responsible for ensuring internal and external financial accounts are current for posting and filling positions.

  • Posting of all academic positions (on and off campus), and those support staff positions assigned to manage.

  • Oversees advertising efforts, including placement and creation of ads, including dissemination of vacancy announcements and listservs for academic, and support staff positions assigned to manage; uses judgement to approve ad placement at a cost and authorizes use of the MSUE HR recruiting account.

  • Reviews applicants for minimum qualifications.

  • Recruits, interviews, and processes hiring information and participates in New Staff Onboarding/orientations.

  • Provides guidance, reviews offer letters, and confirms start dates; approves offers.

  • Maintains I-9 verifier access/training and processes I-9s for new hires; for off-campus hires, connects new hires with trained verifiers and acts as a resource for the verifier as they complete I-9s. Ensure I-9s are completed timely and correctly.

  • Submit appointments and confirm completion.

10% Pay change and account administration.

  • Responsible for obtaining necessary approvals and processing various pay changes.

  • Management of the MSU Extension recruiting account.

20% Additional responsibilities.

  • Answer/check voicemail of the MSUE HR main phone line, triage calls as applicable, and monitor the MSUE HR email inbox.

  • Working with the MSUE Learning and Talent Development Specialist, responsible for identifying and coordinating training needed regarding HR specific topics.

  • Provide assistance with policy and procedure updates, reporting, and related special projects.

  • Responsible for working on special HR projects and organizational initiatives, as assigned.

  • Serve as a member of NSO Planning Committee for MSUE HR, maintains NSO guest list, and provides leadership for the Extension HR team and participates in NSO meetings.

  • Attend Unit Connect meetings as representative of Extension.

  • Participate in various professional development opportunities.

Unit Specific Education/Experience/Skills

  • Knowledge equivalent to that which would normally be acquired by completing a four-year college degree program in a human resources area, or related field.

  • One to three years of related and progressively more responsible or expansive work experience in a human resources area related to the field of employment.

  • Or an equivalent combination of education and experience.

  • Other skills and/or physical abilities required to perform duties of the position.

  • This position requires prior to the completion of the probationary period: knowledge of basic personal computer terminology and operations, and the ability to use e-mail and the internet.
