COUNTY OF VILAS Contracted Services Coordinator in EAGLE RIVER, Wisconsin
JOB REQUIREMENTS: Job Summary: The purpose of this position is to ensure adequate provider service availability for social workers and juvenile intake case workers to authorize people enrolled in various state programs. The person in this position contacts and works with providers to complete contracts and ensure compliance and quality of service. The work is performed under the supervision of the Financial Services/Administrative Supervisor and in collaboration with the Human Services Director as appropriate. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Works collaboratively with department staff to identify and address gaps in provider network service types, capacity, and geography as necessary for all programs. 2. Collects, manages and monitors contract data expenditures in relation to signed contracts/addendums and demonstrates knowledge of providers, as well as the competitive landscape. 3. Manages complex contracting and negotiations including contractor rates in collaboration with Financial Services/Administrative Supervisor and Director. 4. Collaborates with Financial Services/Administrative Supervisor in analyzing and projecting financial impact of larger or complex provider contracts. 5. Executes, maintains and monitors provider contracts in an accurate and timely manner to prevent and address network gaps. 6. Verifies and validates provider information, including licensure, certifications, and education, communicating with providers regarding any deficiencies. 7. Ensures compliance with regulatory requirements through accurate and up-to-date provider files. 8. Attends county staff, inter-county provider relations, state and other meetings as directed and communicates updates, proposed contract changes and performance standards to Financial Services/Administrative Supervisor and Director. 9. Manages key provider relationships and builds relationships that nurture provider partnerships and ensure development of a performance-based contract program and innovative and efficient service delivery. 10. Provides outreach to community agencies/schools to assist with increasing referral and linkage to contracted service array. 11. Sets priorities to align with provider network performance goals. 12. Educates providers on relevant Vilas County policies, procedures, and information regarding referrals and claims submission. 13. Assists Director and Financial Services/Administrative Supervisor with resolving elevated and complex provider service complaints including provider related conflicts, breeches in contract and potential corrective action plans, 14. Communicates effectively with stakeholders with appropriate frequency. 15. Applies departmental policies and procedures with respect to confidentiality. 16. Performs records maintenance and clerical activities in accordance with requirements and department policies 17. Participates in the Vilas County Emergency Management Plan as needed and directed by the plan. 18. Other duties as assigned ***** OTHER EXPERIENCE AND QUALIFICATIONS: In addition to education, 2 years\' work experience with Bachelors\' degree. Experience with provider relations, performance-based contracting, and credentialing, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Experience and knowledge in state and federal compliance requirements is preferred. ESSENTIAL SKILLS REQUIRED TO PERFORM POSITION: Ability to maintain a professional attitude and behavior in all interactions with internal and external stakeholders and to build and maintain an excellent working relationship with providers, and governmental entities. Ability to instruct and train in methods and procedures and to explain, demonstrate and clarify pertinent or necessary information to others within well-established policies, procedures and standards. Ability to classify, compute and tabulate data and information, following a prescr bed plan requiring the ability to understand contracting processes and regulations related to the provision of mental health and substance abuse services. Ability to understand programming, implement changes and work with people in the community. Ability to comprehend, retain and apply County, State, and Federal policies and legislation, i.e. local ordinances, procedure manuals, codes, etc. Ability to analyze issues, regulations, and practical processes from a programmatic and fiscal perspective to create an efficient and effective inter-county model.
