Devoted to providing engineering support, inspection, and professional civil engineering for a variety of public works, utilities, storm water, and transportation facilities/projects as well as review of public and private development projects. Provide specialized paraprofessional support to a program or function that requires sufficient subject-matter knowledge and expertise in an assigned field to reconcile and verify the work of others; coordinate processes; implement policies and procedures; and provide technical assistance to higher-level staff. Decision-making is limited to organizing tasks in more complex operational processes that include coordination of logistics and handling of unanticipated factors within standard policies and procedures to meet established goals.

Responsible for providing technical and administrative assistance to higher level engineering staff in functions such as project management, engineering plan review/development, and the design and construction processes. Duties include performing field investigations and research; receiving, processing, and prioritizing work requests; assisting with contract and project administration; providing customer service to residents; assisting field personnel with interpretation of policies and procedures; collaborating with inspectors to ensure applicable construction standards are met; identifying construction deficiencies and needed repairs; collecting and interpreting field data; entering data and maintaining databases; assisting with the infrastructure acceptance process; researching documentation, maps, and public records; and processing applications and permits.

Duties/Responsibilities

  • Assists inspectors and other staff to ensure that applicable standards and specifications are met in the assigned area of operation; reviews inspection videos and reports; performs field investigations and inspections; and identifies and reports issues.

  • Assists with contract and project administration duties; reviews plans; receives, processes, and prioritizes, work requests; monitors, tracks, and schedules operations; troubleshoots technical issues; provides project status updates to assigned staff; and ensures that plans and operations comply with contract, project, safety requirements, and/or specifications.

  • Supports departmental staff by collecting data, including researching documentation, maps, and public records; and interpreting policy and procedures.

  • Performs customer service duties, to include providing project or job status, policy, and other information to residents in person, via phone or online systems; responds to and tracks requests and complaints; processes payments and deposits; prepares invoices; and performs related duties.

  • Processes, reviews, updates, and/or maintains applications, files, records, plans, contracts, agreements, certificates, logs, and other documentation; issues permits; maintains related databases; compiles, reviews, and/or verifies information; makes technical and regulatory-related recommendations; and documents project and other departmental operations.

  • Coordinates with City staff, engineers, planners, developers, architects, builders, other City departments, and/or external agencies: and attends meetings to discuss and resolve project and departmental concerns.

Minimum Qualifications & Experience

  • High School Diploma or equivalent (GED, HiSet, TASC)

  • Four years of engineering support experience or maintenance experience in the area of assignment.

  • Must have a valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.

  • OSHA Confined Space Entry must be obtained within 1 year of hire;

Additional Preferred Skills

  • Associates/Technical degree

  • 4 – 6 year’s exp.

  • Knowledge of preventive maintenance management concepts and technologies as applied to water treatment and water reclamation processes strongly preferred

  • Strong communication and troubleshooting skills

  • Strong proactive maintenance and reliability thought process

  • Preferred Training/Certifications:

  • Ultra-Sonic Level-I or equivalent analytical skills in similar role. (If not certified, be willing to get certified from Level I to III)

  • Level I Infrared Thermography

  • Vibration Analyst Category I (VCAT I)

  • CMRT (Certified Maintenance & Reliability Technician)
