Bucks County Adult Probation APIMS/Reports Manager in Doylestown, Pennsylvania
POSITION SUMMARY:
Responsible for managing the installation and operation of the Adult Probation Information Management System (APIMS), the preparation and production of financial, business, and supervision reports and the corresponding data base. Ensures that all documentation complies with Federal, State and County regulations and professional standards and that the reported information is true and accurate. Coordinates all communication with the IT Department and assists in resolving technical questions and concerns. Manager may demonstrate a wide degree of creativity and depth of technical knowledge. Relies on experience and judgment to plan and accomplish goals. Work is performed under the general supervision of the Chief Adult Probation Officer.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Manage and coordinate access to APIMS and other 3rd party programs, such as CPCMS, JCMS, JNET, PSP, OMS, among others for the Adult Probation Office.
- Functions as JTAC (Justice Terminal Access Coordinator) for JNET and TAC (Terminal Access Coordinator) for PA State Police.
- Develop and maintain a database program that will provide timely reports required for Federal, State, and County business functions.
- Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, information is reliable, and applicable laws, regulations, policies, and procedures are followed.
- Coordinate and communicate with the IT Department, all staff technical needs including new account set-up, termination of accounts, telephone and data line requests, IT related equipment requests, computer and software requests
- Act as the staff liaison to County IT department, APIMS vendor, and Forte CSG Card Reader Vendor to insure that all required operational requirements of APIMS are met.
- Support and assist in the completion of reports, including annual, quarterly, and monthly data reports.
- Maintain the content of the Adult Probation Department web page through the county website.
- Interpret and ensure compliance with Federal, State, and County policies.
- Provide assistance to staff personnel in the performance of general technical duties.
- Provide Staff computer training to new employees as well as on system updates and changes.
- Assist with the development of department policies as they relate to the management of Internet, data and computer programs, and department forms and reports.
- Other duties as assigned.

- Bachelor of Science in Information Sciences and Technology (IST)
- Experience with Organization and Management of Data (Access, Power BI, SQL) and Familiarization with Database Management Systems such as: Ensuring that the database(s) is updated accurately and regularly; Controlling access, performance monitoring and tuning; Identifying and resolving users' problems; Developing and implementing maintenance procedures; Collaborating in the design and development of databases to meet new user needs and respond to/anticipate technological innovations; Supporting users by talking them through a search or by customizing the 'front ends' to incorporate new fields for data entry. Communicating regularly with internal technical, applications, and operational staff, to ensure the database integrity and security; Performs database performance monitoring and tuning controls and monito user access to the database.Accounting skills a plus.
- Experience with Microsoft SQL Server Management Studio and Transact-SQL (tSQL) skills a plus.
- Experience with Microsoft SQL Server Reporting Services (SSRS) and report creation a plus.
- Experience with Microsoft Power BI Desktop and Power BI Service/Workspaces a plus.
- CJIS Level 4 Security & Awareness Certification a plus.
- Accounting skills a plus.
- Must possess Project Management experience, skills and proven ability.
- Must possess effective communication skills both oral and written.
- Must possess a valid driver's license
Must be able to attend statewide trainings that may require overnight stays in various locations around the state.
