Job Overview:
This role requires strong negotiations skills, attention to details, and ability to manage complex subcontracts and relationships.
Key Tasks and Responsibilities:
Review and approve Subcontracts tendering and award documentation
Facilitate pre-award clarifications, kick-off, and all post-award meetings; ensure proper meeting minutes are recorded and distributed promptly
Analyze and endorse the recommended proposals and guide the negotiation of the prices, performance requirements, and delivery schedules to ensure accuracy and completeness
Ensure the implementation of HSES procedures and all other HSES initiatives and programs by Subcontractors
Verify Subcontractor material, equipment, and documentation deliverables and their related schedules
Ensure that all Subcontractors comply with Prime Contractual obligations
Ensure Subcontractor compliance with the requirements of the Subcontract Agreement
Identify, evaluate, and monitor risks to the project
Monitor Subcontractors’ work to verify performance, supervision, scheduling, and quality control according to the subcontract terms and identify any areas of concern to the Project Management team well in advance for initiating any corrective actions as deemed appropriate
Interface liaison Client/Customer representative concerning the subcontractor’s scope of work at the Company/Contractor work site
Interface liaison with Company/Contractor assigned Site representative and Client/Customer for Subcontractor works being carried out at the subcontractor’s work site, which is outside Company/Contractor premises
Interface liaison with other departments or other entities (Third parties involved in Engineering, Procurement, Inspection, Construction, Fabrication etc.) related to the Subcontract works
Interface liaison with the Project Planning Engineer for the monitoring and progress reporting of the subcontractor
Interface liaison with the Project Quality Manager to ensure that the quality requirements stipulated in the quality plan are being complied with by the subcontractor
Liaise with the Project Materials Coordinator on all material-related issues
Review all site queries and change orders related to subcontracting works
Ensure that all Subcontract inspection and certification documentation are progressively submitted to the Project Quality Manager and/or Quality department
Review of all Subcontract invoices for compliance with the invoicing terms and conditions stipulated in the Subcontract Agreement
Interface with the Subcontract Administrator on any commercial issues to clarify scope, changes, schedule, progress, etc.
Process and execute changes with Subcontractors as directed by the Project Manager
Provide input to project weekly/monthly report
Attend and Minute meetings with Subcontractors where progress, interface, and administration matters are discussed
Maintain and report Subcontractor progress and resources
Comply with Global procedures, policies, and project-specific procedures
Support the development of flow-down language from client contracts into subcontracts
Overseeing the entire lifecycle of subcontracts, from negotiations to execution and closure
Managing subcontractor performance, ensuring compliance with contractual terms and conditions
Handling changes, claims, disputes, and resolving any issues that arise during the execution
Leading negotiations with subcontractors to secure favorable terms and conditions
Drafting reviewing and finalizing subcontracts agreements in line with McDermott objectives and regulatory requirements
Building and maintaining strong relationships with key subcontractors
Collaborating with internal teams and subcontractors to ensure alignment on project goals and expectations
Identifying and mitigating risks associated with subcontracting activities
Ensuring that subcontractors adhere to compliance requirements, including legal, financial and safety standards
Monitoring and controlling subcontract costs to ensure that the work is completed within the budget
Preparing and presenting reports of subcontractor performance, cost, and compliance to the Senior Management
Ensuring that all subcontracting activities comply with relevant laws, regulations, and company policies
Maintain thorough documentation and records for audit purposes
Providing guidance to junior subcontracts specialist
Leading cross-functional teams in subcontract- related projects and initiatives
Identifying opportunities for process improvements in subcontract management
Implement best practice to enhance efficiency and effectiveness in subcontracting activities
Essential Qualifications and Education:
Bachelor’s Degree (or equivalent) in Engineering, Supply Chain Management (or a relevant discipline)
10-16 years of relevant experience
Ability to accomplish established objectives within a diverse corporate environment
Familiarity with engineering and construction practices related to contract development and administration
Ability to manage multiple projects and priorities
Ability to communicate effectively in writing and orally in a business environment
Effective problem solver
Good decision maker
Effective negotiator
Proficient in the use of MS Office computer applications including Word, Excel, Access, PowerPoint
