Serco Senior Cost Estimator in District Of Columbia

Position Description

Serco is hiring a Senior Cost Estimator supporting the Department of Homeland Security, DHS component Information Technology Programs located in the beautiful surroundings of Washington, DC.

Serco supports the Department of Homeland Security (DHS) and their mission which involves anti-terrorism, border security, immigration and customs, cyber security, and disaster prevention and management. They began their operations in 2003, formed as a result of the Department of Homeland Security (DHS).

You will work with part of a team supporting and assisting in business processes to improve program and systems engineering management to meet DHS Acquisition Life Cycle (ALF) and Systems Engineering Lifecycle (SELC) requirements and facilitate oversight of IT programs to ensure they are aligned with and support agency mission needs.

In this role, you will

  • Support a full range of cost analysis activities to prepare Cost Estimates and Life Cycle Cost Estimates to ensure program resource requirements are documented and aligned with the agency mission

  • Provide subject matter expertise in the areas of cost estimating through a broad range of data collection and analysis activities to prepare program cost estimates

  • Identify and collect cost data needed to prepare program cost estimates that represent meaningful projections on resource requirements

  • Evaluate accuracy and completeness of cost estimates that are included in the Program Decision Options (PDOs) / Business Cases that support the Resource Allocation Plan

  • Assist developing program cost estimates to prepare Business Cases and Program Decision Options

  • Identify resource gaps or deficiencies between program requirements and future budget allocations

  • Assess the feasibility of program requirements in terms of Life Cycle Costs and risks that account for uncertainties in cost estimates

  • Assist developing program cost estimates to prepare OMB budget exhibits

  • Assist developing independent cost estimates for procurement actions

  • Assist preparing Life Cycle Cost Estimates (LCCE) to support program acquisition requirements

  • Prepare LCCE program briefs and reports using DHS approved formats

  • Use cost estimating tools such asAutomated Cost Estimating Integrated Tools (ACEIT)to develop cost estimates to support program objectives

Part-time teleworking for this position is permitted. However, candidates must be located in or around the Washington, DC area.

Qualifications

To be successful in this role, you will have:

  • Must be able to obtain and maintain a DHS Public Trust Clearance

  • A Bachelor’s Degree from an accredited college or university

  • Eight (8) years of experience performing in a lead cost analyst role developing cost estimates forthe development, test, integration, implementation, and deployment of complex systems

  • Experience developing and evaluating Business Cases and Program Decision Options to prepare a Resource Allocation Plan

  • Experience developing program cost estimates to support budget formulation and resource allocation processes

  • Experience developing independent cost estimates for procurement actions and budget exhibits

  • Experience developing program LCCEs to support acquisition requirements

  • Ability to collect information (through interviews, desktop research), organizing and synthesizing key concepts, and delivering concise and compelling content

  • Ability to manage diverse activities, meet competing deadlines, and practice flexibility in changing situations

  • Experience using cost estimating tools such as ACEIT and other tools

  • Proficient in Microsoft Office suite of products

Desired Qualifications:

  • Advanced Degree in Business, Statistical Analysis, or related field from an accredited college or university

  • Experience supporting DHS Components in cost analysis and cost estimating to develop and evaluate Business Cases / Program Decision Options to prepare Resource Allocation Plans

  • Knowledge and understanding of the DHS PPBE process

  • Knowledge and understanding of cost estimating activities during the DHS Acquisition Life Cycle (ALF) and their relationship to DHS PPBE process

  • Knowledge and understanding of the DHS Life Cycle Cost Estimating Guide

  • Understanding and knowledge of the DHS organization

  • Certified Cost Estimator/Analyst (CCEA) Certification
