Position Description

Serco is seeking a Major Program Knowledge Database Manager to apply professional talents and subject matter expertise toward development and support of program information sharing, records management, briefing material development, and reporting. You will be directly supporting the management of the NAVSEA PMS 451 DDG Modernization 2.0 program. Using Microsoft Office based products, particularly U.S. Navy NMCI Flank Speed SharePoint, you will be responsible for coordinating program activities, managing the program’s digital strategy and its implementation, developing, and maintaining supporting documentation and tools to support business processes and constructing executive level briefing material to report programmatic statuses to key government and private sector stakeholders.

You will be a part of a small team that works closely with our customer and other Serco teams to deliver quality government program management. Matt Weber is the team manager and has more than 25 years of experience with ships and Fleet introduction and is a Navy veteran.

The Program Knowledge Database Manager is a core integral member of the DDG modernization team. You will be responsible for performing multi-faceted assignments requiring the sharing of data and briefing materials among numerous stakeholders and projects. Assignments to include management of shared documents, updates to online programmatic material, document version control and to provide inputs on feasibility of proposed approaches to programmatic problems. You will provide high level administrative support to PMS 451 Program Manager and Deputy Program Manager to include understanding DoD NMCI application potential and a knowledge of the organization’s operations, procedures, and people.

In this role, you will:

  • Be the focal point of the integration of people and processes, enabled by technology, to facilitate the exchange of operationally relevant information and expertise to increase organizational performance.

  • Develop and execute the Knowledge Management strategy for the Major Program Office, leveraging technology, to improve communications, collaboration and information exchange within the command and outside organizations.

  • Coordinate as required with the security manager, IAM (information assurance officer) OPSEC (operations security) officer and the PAO (public affairs officer), regarding information exchanges with internal and external audiences, as well as to ensure both proper use of official information and coordination of Internet-based capabilities.

  • Identify what the command is attempting to accomplish and the barriers to success.

  • Listen for and identify challenges – participate in meetings and identify areas for improvement. Propose and develop solutions to identified challenges.

  • Actively listen, observe, and ask questions of whomever you can.

  • Have high proficiency in the administration of Microsoft SharePoint application, MS Teams, MS Planner and related information technology and data sharing tools.

  • Lead relevant recurring and emergent meetings to include development of agendas, meeting minutes, and tracking and completion of action items.

  • Assist with brief and meeting invitation development and facilitation.

  • Distribute agendas, briefs, action items, and meeting minutes.

  • Coordinate and collaborate with stakeholders to ensure action items are tracked and resolution is accurately documented.

  • Support action item and milestone planning and tracking, project planning and progress, and program metrics establishment and tracking.

  • Advise the Program Manager, Deputy Program Manager, and staff on Knowledge Management practices and tools.

  • Perform tasks using independent judgement and discretion while maintaining confidential information.

Qualifications

To be successful in this role, you will have:

  • An Active DoD Govt Issued Secret Clearance.

  • A Bachelor’s degree plus 5 years directly relevant work experience is required.

  • In some cases, educational requirements may be adjusted or waived for more than 8 years applicable work experience.

  • Certification as Microsoft Office Administrator Expert

  • Ability to travel 10%

Additional desired experience and skills:

  • Knowledge of the NAVSEA, its customers, organization, and business objectives.

  • Knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions.

  • Excellent communication and presentation skills.Superior Microsoft Office program skills to develop PowerPoint briefings, Word documents, Excel reports, etc. for clients.
