Summary You will serve as a SECURITY SPECIALIST (COMSEC) in the KOAM DIVISION (DGN31) of NCTSFE DET DIEGO GARCIA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below. Responsibilities You will complete, maintain, and forward required records concerning COMSEC material as required by governing directives. You will maintain all required files and COMSEC libraries as required by governing directives. You will maintain proper storage and adequate physical security for all COMSEC material. You will comply with authorized methods and procedures for destruction of COMSEC material. You will conduct monthly training to ensure that all personnel handling COMSEC material are familiar with and adhere to proper COMSEC procedures. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by having one year of qualifying experience in the federal service or equivalent experience in the private or public sector demonstrating service as a Communication Security (COMSEC) Account Manager (CAM) or five years as an alternate CAM (MUST POSSESS). Minimum Knowledge requirement: Knowledge and understanding of current Communication Security (COMSEC) concepts, principles and practices to review independently, analyze and resolve difficult and complex security problems. Possess a thorough technical knowledge of the operational performance characteristics of telecommunications and COMSEC equipment with the ability to apply this knowledge to the accomplishment of assigned duties and for training others (MUST POSSESS). TRAINING: Key Management Infrastructure Managers Course (MUST POSSESS). COMPTIA Security + Preferred Certification. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor, or any time beyond the time employee ceases to be a family member. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
