This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.

ESSENTIAL JOB FUNCTIONS:

Assist the Diversity, Opportunity & Inclusion Director (DOI) and related staff in DWSD’s overall DOI program. May be responsible for representing the department in contacts with the public, community partners, consultants, contractors, vendors, other governmental agencies and representatives of state, local and federal government. Assist in the development of outreach and communication strategies to publicize the departmental mission, goals, services, and functions. Required to learn, follow, and guide others in DWSD requirements, best practices, and guidelines, as applicable. Adherence to all applicable DWSD, City, State and Federal ordinances, rules and regulations, division policies, and standard operating procedures.

KNOWLEDGE OF:

  • Proofreading and publishing

  • Marketing, social media, publicity protocol, and techniques

  • Project management

  • Website content design and monitoring

  • Internet research

  • Networking (Departmental, Community, Contractors, Vendors, etc.)

SKILL TO:

  • Write articles, emails, speaking points, etc.

  • Create and publish presentations, newsletters, and publications

  • Perform research

  • Plan events and coordinate meetings

  • Develop and mange marketing and outreach programs and projects

  • Deal tactfully with departmental personnel, contractors, internal customers, program participants, and the public including public officials

  • Design strategic external communications plans

  • Assist with DWSD website content

  • Data entry

RELATED JOB FUNCTIONS:

  • Position may be called upon to participate in specific outreach and community partner activities

  • Provide tactical support in vendor outreach activities

  • Prepare reports, simple graphs and charts, social graphics as needed, and other statistical records

  • Learn basic principles of public procurement (solicitations, contract terms & conditions, policies and ordinances)

  • Learn various software platforms (e-Builder, Michigan Inter-Governmental Trade Network /MITN, and GovDelivery)

  • Assist in preparing and submitting invoices with required documentation

  • Assist in assembling, transmitting and tracking required material submittals

  • Assist in developing and transmitting vendor/contractor correspondence

  • Perform related work duties as assigned

REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)

Bachelor's degree or equivalent experience.

A minimum of 2-5 years of professional experience

ESSENTIAL REQUIREMENTS

  • Valid Michigan Driver’s License

  • Ability to work irregular hours and commute to DWSD facilities and work sites.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

• Employees are vested after ten (10) years of service, regardless of age.
