Description

The Manager of Housing Inspections is responsible for managing the work of subordinate supervisors and staff and serves as an advisor to management on the evaluation of Single-Family Home Repair Programs. This position is accountable for the success of specific programs, monitoring progress of organizational goals, and evaluating and making appropriate adjustments.

Examples of Duties

  • Motivate and manage a diverse team of Housing Compliance Inspectors to achieve the goals of the Single-Family Home Repair Programs.

  • Review all requests for inspection from all Single-Family Home Repair Programs, direct and coordinate each assignment of units to the appropriate Housing Compliance Inspector.

  • Responsible for conducting frequent visits to active construction sites for all Single-Family Home Repair Programs to ensure construction staff onsite are properly licensed, work is meeting quality standards, field protocols are being met, and to address any questions, issues or concerns from contractors or homeowners.

  • Responsible for actively recruiting new contractors, providing resources for existing contractors to improve current workforce and capacity, receiving and filing required documentation from contractors, and conducting a new contractor orientation.

  • Develop and implement organizational strategies for Compliance Inspection Staff for each Single-Family Home Repair Program.

  • Develop action plans, scopes, and deliverables. Ensure that Compliance Inspection staff is adhering to project budgets and timelines.

  • Review and analyze reports; advise staff and render decisions on disputed or difficult inspection problems.

  • Review and approve plans, specifications, change orders and payment requests for projects in all Single-Family Home Repair Programs.

  • Advise Compliance Inspection staff and contractors on housing code violations, complaints of hazardous conditions, and interpretation of codes and ordinances.

  • Work with others to successfully drawdown funds from multiple funding sources and implement successful Single Family Home Repair Programs, in coordination with the Director of Single-Family Home Repair.

  • Responsible for handling escalated homeowner, contractor, and Compliance Inspector complaints or issues.

  • Represent the City of Detroit by participating in a variety of public and private forums.

  • Responsible for reviewing scope of work template created for all programs, to ensure consistency, up to date market prices, accurate initial cost estimates and cost-effective bidding.

  • Confer with management from other divisions, representatives of other City departments, and other interested entities to coordinate efforts to effectuate compliance with codes and/or ordinances.

  • Coordinate, supervise and/or administer classes for continuing education. Participate in staff development and training activities related to programs.

  • Ensure all work is being completed according to City codes.

  • Prepare summarized activity logs, reports and specialized reports as required to assist in the monitoring of ongoing construction projects.

  • Remain apprised of changes to federal regulations and local codes.

  • Make recommendations and changes to the Rehab Performance Standards, Procurement Policy, and Master Spec Sheet. Coordinate with leadership and OCP to ensure all changes are within accordance to all local, state, and federal guidelines.

  • Draft Scope of Services for “Request for Quote” Proposals for Construction Management Services, Procurement Policies, and Contractor mentorship and scholarship programs.

  • Work with the Single-Family Director to draft reports, live statuses, and projections on all funding programs.

  • Assist or advise Single Family Director on potential uses of new grant funding opportunities and work with agencies and sub-recipients to ensure proper training and use of funding.

  • Host quarterly meetings with contractor and environmental firms.

  • Manage all contractor pipelines and workloads across all programs and the list of prequalified contractors and place on or off capacity hold as needed or requested.

Minimum Qualifications

  • High school graduation or G.E.D.

  • Minimum five (5) years of supervisory experience in review of single and multi-family residential dwellings with applicable codes and ordinances relative to inspection services and code enforcement; or,

  • Minimum five (5) years of professional engineering or planning experience applying municipal codes, agency policies and engineering standards for building construction; or,

  • Minimum five (5) years of project management experience in large-scale construction projects.

    Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

    Qualifications (preferred):

  • Two (2) years of college level coursework with specialization in project management, building construction, engineering, public health or a related field.

RETIREMENT BENEFITS

City Employees Retirement System
