Job Description

*This position currently offers an initial $1,250 Signing Bonus and an additional $1,250 Retention Bonus upon completion of one year of satisfactory service. The bonus must be paid back if employee vacates the position prior to completing one year in the position. This benefit is limited to new State of Michigan employees, current employees are ineligible. *

The Enterprise Licensing section Financial Analyst will perform systematic review, analysis, interpretation and/or evaluation of financial documents, including personal and business bank accounts, investment portfolios, net-worth statements, personal and business tax returns and other financial data to determine the financial probity or integrity of license applicants or licensees. The position serves as a financial resource to the investigative arm of MGCB providing on-site financial expertise as to all aspects of the investigative and licensing process as outlined in the Michigan Gaming Control & Revenue Act as amended, the Horse Racing Law of 1995, the Traxler-McCauley-Law-Bowman Bingo Act of 1972, the Lawful Internet Gaming Act, the Lawful Sports Betting Act, and the Fantasy Contest Consumer Protection Act and associated Administrative Rules. The position will participate, as necessary, in the financial reviews of applicants and licensees as conducted by MGCB.

The Michigan Gaming Control Board may consider alternative and remote work schedule requests based on the operational needs of the work area. MGCB’s main office is located at 3062 West Grand Boulevard, Detroit, MI, however, MGCB has a satellite office in Lansing and offices located in Greektown Casino, MGM Grand – Detroit, and MotorCity Casino. Not all MGCB positions have the capability to work remotely due to the nature of the position. For positions approved to work remotely, MGCB requires a minimum of two in-office days each week. Periodic onsite teamwork, collaboration, and communication with peers and leaders is required for all positions and is essential to the position's success and MGCB’s mission and values. Selected candidates approved to work remotely, or a hybrid schedule (combination of remote and in-office), must complete that work within Michigan. Remote work will be determined by management and is not an entitlement. Employees will be provided computers and other essential items necessary to perform state work. Employees working remotely will be responsible for providing other components of a remote office at their own expense, including:

A secure work location that allows privacy and prevents distractions. A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload. Suitable lighting, furniture, and utilities.

One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.

Financial Analyst P11

Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.

Michigan Gaming Control & Revenue Act Employment Requirements (MCL 432.204 (10)-(16))

The Board also conducts a personal reference screening, criminal background check, drug testing and federal and state tax transcript, including fingerprinting candidates prior to a conditional offer of employment. Civil Service Rule 2-7 requires that all persons who are not currently state employees submit to and pass a pre-employment drug test which must be administered within 24 hours of a conditional offer or the offer may be rescinded.
