Role and Responsibilities
SEMCOG (EOE) is seeking a highly organized and efficient Specialist, Contracts & Grants to join our Finance team. Under the direction of the Finance Manager, the Specialist, Contracts & Grants will manage grants, contracts, and procurement processes ensuring compliance with organizational policies and funding regulations. Key responsibilities include tracking and maintaining grant and pass-through agreements, conducting subrecipient monitoring and risk assessments, and preparing reports for program evaluations and audits. This role also processes procurement requests, verifies compliance with SEMCOG's procurement policies, and fulfills Freedom of Information Act (FOIA) requests.
The position involves leading competitive bid processes, coordinating vendor evaluations, executing purchase orders and contracts, and facilitating kickoff meetings. Additionally, the role oversees financial activities, prepares budget reports, and supports fiscal year-end and grant-specific audits.
The ideal candidate will have a solid knowledge of grant preparation and administration, accounting and budgeting practices, basic bookkeeping principles, and the ability to communicate effectively, meet deadlines and prepare clear reports. Experience and Qualifications
· Bachelor's degree from an accredited college or university in Business, Finance, or a related field.
· Five (5) to seven (7) years of experience writing RFPs, reviewing contracts and proposals, budgeting, and project management.
· Knowledge of Accounting practices, grant preparation and administration.
· Organization and time management skills, ability to coordinate the work of others, attention to detail, prepare clear and concise reports, capable of working on multiple tasks and meeting timelines, and ability to work cooperatively and collaboratively with internal and external individuals.
· Effective written, verbal, and presentation skills required, including working knowledge of Microsoft Office suite (Word, Excel, and PowerPoint).

Total Compensation Estimate = $133,386 (Assumes midpoint of salary range and family enrollment in medical, dental, and vision insurances)
