Federal Reserve System Building Operations and Administrative Manager in Detroit, Michigan

Manage the building operations including mechanical, electrical, housekeeping, plumbing, heating, ventilation, air conditioning, water, elevators, and other systems to ensure safe and efficient operations 24 hours by 7 days a week. The level of work is considered advanced, and staff work under minimal supervision. This position has direct reports.

Your Responsibilities:

  • Responsible for emergency and security operations in a contingency situation. Oversee technical staff engaged in the operations, maintenance, construction, repair and housekeeping of the facility, operating equipment, and perimeter.

  • Make hiring decisions/recommendations. Oversee technical staff engaged in the operation, maintenance and housekeeping of the facility, operating equipment, and perimeter; provide technical expertise to the Crises Management Team.

  • Prepare and monitor department budget and short/long range strategy for building.

  • Review plans and specifications for building systems for the entire facility.

  • Negotiate contracts with service providers to ensure compliance to work requirements.

  • Oversee preventive maintenance program for building systems. Oversee department training program to ensure appropriate certification and safety requirements.

  • Oversee Construction and MEFP installation.

  • Monitor and insure code and fire ordinances for the facility.

  • Develop performance goals for employees. Conduct performance/development discussions with employees throughout the year and at a minimum conducts a mid-year review.

  • In December/January completes the annual personnel assessment process for each employee supervised.

  • Use Performance Ratings Definitions to assess overall performance of each employee.

  • Contribute to staff skill development; create development plans for staff.

  • Contribute to teamwork within responsibilities and across the department. Model leadership and teamwork and act in a manner that expresses the Bank's vision, values, and desired culture, demonstrating respect for everyone; foster an environment which provides an opportunity for everyone to grow and excel; build and sustain productive relationships; address conflict respectively and constructively; and work in partnership within workgroups; and provide both peer and staff level mentoring.

  • Manage the Operations area budget, monitor expenses, approve payments and invoices.

  • Process reports and the department's input and status on projects and system plans.

  • Oversee the department files, audit, information security and business continuity.

Your Background:

  • Bachelor's degree in mechanical or electrical engineering, other facilities management related degree, or equivalent experience 5 to 7 years of experience.

  • 7 to 10 years of experience may serve in lieu of educational requirement.

  • Knowledge of union labor and collective bargaining agreements.

  • Demonstrated technical knowledge of related building systems.

  • Ability to respond to emergency situations during off hours and weekends if needed.
