Job Description

This position (Classification: Executive Officer 2) will be responsible for managing multiple federal grants and state funds that support Iowa's Perinatal Care program, including the Maternal Health Innovation program, Alliance for Innovation on Maternal Health, and Perinatal Quality Care Collaborative.
We are looking for candidates who have experience working in or with hospitals, particularly labor and delivery units, healthcare quality improvement training or experience, and strong writing and grant management skills. Nursing, midwifery, healthcare administration, or public health degrees preferred!
Serves as the project director for the CDC Perinatal Quality Collaborative (PQC), HRSA Maternal Health Innovation (MHI), and HRSA Alliance for Innovation on Maternal Health (AIM) grants:
Corresponds with federal project officers for grants and provides regular updates on grant progress.
Develops and monitors program budgets and spending to ensure grant funds are fully spent and expenditures are appropriate.
Completes and submits required reports, grant applications, and other required submissions.
Monitors contracts with partner organizations implementing grant-funded work, including budget and expenditure review, and reporting.
Oversees the newly formed Iowa Perinatal Quality Care Collaborative (IPQCC):
Serves as the AIM State Lead and supports quality improvement initiatives in birthing hospitals
Ensures collaboration between maternal and neonatal care programming
Participates in state and national meetings related to perinatal quality care
Oversees data collection and transmission of AIM data to the federal technical assistance center
Manages the state appropriation and contract for the Statewide Perinatal Care Program
Manages the Iowa Regionalized System of Perinatal Care:
Certifies hospital capacity to provide perinatal health care in accordance with 641.150
Collaborates with the Perinatal Care Team to ensure verification of levels of care for maternal and neonatal care
Oversees regular review and updates to Iowa's Guidelines for Perinatal Care

6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
