Job Description

The Iowa Department of Health and Human Services, Iowa Medicaid division is seeking to fill two Medicaid Data Governance Analyst positions. Under the general supervision of the Iowa Medicaid Data Governance and Systems Coordination Bureau Chief, the Medicaid Data Governance Analyst is responsible for implementing and coordinating all aspects of the Medicaid Data Governance program.

Preference will be given to candidates who have Medicaid, Managed Care, or health care claims experience.

Responsibilities:

  • Develops the strategies and requirements for analysis of Iowa Medicaid data for timeliness, completeness, and accuracy.

  • Conducts analysis of Iowa Medicaid data for accuracy and completeness.

  • Coordinates with all areas of Iowa Medicaid to ensure high quality data.

  • Acts as the coordinator for data quality projects.

  • Identifies missing/incomplete Medicaid reference data and coordinates the remediation of missing reference data.

  • Develops and maintains the Iowa Medicaid data dictionary.

  • Facilitates the Iowa Medicaid Data Governance work group.

  • Facilitates business requirement development for adhoc and operational data requests.

  • Acts as a subject matter expert for Iowa Medicaid data sources and data availability.

  • Provides analysis and reporting support for Iowa Medicaid data analysts.

  • Designs and develops adhoc reports.

  • Facilitates the development of new data sources for Iowa Medicaid reporting needs.

  • Performs validation of data sources used to produce Iowa Medicaid dashboards.

  • Develops business process flows and translates business processes into IT project development requirements.

  • Analyze and document Iowa Medicaid system data flows.

  • Coordinates with the Iowa HHS Compliance Division and other HHS agency teams to ensure compliance with agency policies and state and federal requirements regarding data use, sharing, and maintenance.

  • Acts as a business owner and coordinator for Medicaid IT systems.

Requirements:

073 – SQL: 6 months’ experience, 12 semester hours, or a combination of both using Microsoft SQL toolset within no more than 2 major versions of the current release.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university with demonstrated experience equal to three years of full-time work accomplishing activities related to formal or informal data warehousing decision support systems. Experience should include both technical and non-technical activities, including integrating mapping data needs, data flows and business processes;

OR

substitution of experience of the caliber and scope indicated above for the required undergraduate college education on the basis of one year of qualifying experience is equivalent to one year of undergraduate education;

OR

substitution of twenty-four hours of graduate level course work in a special program curriculum such as Social Work, Public Policy, or Business Administration or related field for each year of the required experience of the caliber and scope indicated above to a maximum substitution of two years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Fiscal & Policy Analyst, Fiscal & Policy Analyst Senior, Management Analyst 4, Income Maintenance Worker 6, Social Worker 6 or Statistical Research Analyst 3. Experience must include both technical and non-technical activities related to formal and informal data warehousing, decision support systems, or significant levels of management analysis and reporting or function in a systems liaison role.
