The Iowa Department of Health and Human Services (HHS) is seeking a Lead Data Scientist (Data Scientist 2) to build and lead the agency's data science work. This position will serve in an informal leadership capacity to conceptualize, conduct, and oversee advanced analyses to answer questions of upper agency and state leadership. The Lead Data Scientist works collaboratively across all divisions within HHS and is part of the Data Sharing, Privacy, and Open Records Bureau within the Compliance Division.
The Lead Data Scientist will serve as lead worker to other data scientists. They will provide guidance and oversight to other staff within Iowa HHS that collect, use, analyze, or disseminate data, lead a data science and advanced analytics workgroup to further data science knowledge of Iowa HHS data analysts, epidemiologists, statisticians, data scientists, and others, and provide training to data staff within Iowa HHS and locate resources and make recommendations for appropriate data science trainings to advance agency priorities. The Lead Data Scientist will represent Iowa HHS at meetings and events where advanced mathematical insight may be required.
The ideal candidate should be able to work quickly, confidently, and independently with a number of agency datasets, statistical tools, and software. They will apply a combination of mathematical, statistical, machine learning, and/or cloud computing methods to lead advanced statistical analysis and visualizations. They will understand basic database concepts including data interoperability, data dictionary, and data storage to inform strategy and data modernization efforts. They will have the ability to work in a variety of data environments, using both structured and unstructured data to link data together, manipulate information, and derive statistical information for agency decision- making. They lead advanced modeling, including predictive analytics and machine learning, and create data visualizations to forecast trends and events. Analyze, interpret, and draw conclusions from complex statistical information to help drive strategic decisions and actionable insights.
The Lead Data Scientist will need knowledge and understanding of the principles, concepts, methods, and standards of data science including data platform and tools, programming languages, machine learning, and data manipulation techniques (i.e, data preparation, data pipelines, managing ETL processes). Experience with Python and R is required.
Additionally, the Lead Data Scientist will provide current data insights and analyses for evidence- based decision-making by using advanced statistical tools to improve Iowa HHS decision-making; participate in the design or review of local, regional and state, and assessments; and use data to inform program planning, policy recommendations, communication campaigns, and/or best practices.
The Lead Data Scientist must become familiar with a large number of agency data sources and systems to provide analytic assistance in any area of the agency at any time. They will replicate studies and analyses performed by other agency staff to ensure accuracy and reliability of information provided to the public and used for decision-making. They will also review publications, presentations, reports, or other documents intended for public dissemination to assure data accuracy and consistency with other agency-produced documents.
Requirements:
Following a successful onboarding period, this position will be classified as hybrid with a minimum of 2 days per week required in office at the Lucas State Office Building in Des Moines. Additional in office days may be required periodically to accommodate in-person meetings and events.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management, and experience equal to five years of full-time work in business/data/statistical analytics, economic research, or data science.
2) All of the following (a, b, and c):
a. Five years of full-time work experience in business/data/statistical analytics, economic research, or data science; and
b. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
c. Possession of a professional certificate in data science, business analytics, or data analytics.
3) All of the following (a, b, and c):
a. Three years of full-time work experience in business/data/statistical analytics, economic research, or data science; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Scientist 1.
