Job Description

Our services include human resources, information technology, financial management, procurement, fleet management, and print services. DAS plays a critical role in enabling state government to function smoothly and deliver services to the citizens of Iowa.

Key Responsibilities:

As the COO-CPFPS your key responsibilities will include:

  • Central Procurement Management:Lead the operations of Iowa’s central procurement program with an annual spend of $167 million through Master Agreement Contracts. Ensure procurement processes for goods, services, and capital construction bids are accurate, high-quality, and consistent with laws, rules, and departmental policies.

  • Strategic Planning and Execution:Develop and execute short, intermediate, and long-term strategies and business plans in procurement, fleet, and print services, aligning with departmental goals and best practices. Utilize strategic sourcing, master agreements, and innovative procurement strategies to drive successful outcomes.

  • Data-Driven Decision Making:Implement and monitor procurement, fleet, and print data analytics to guide decision-making and ensure effective use of resources.

  • Compliance Oversight:Establish and maintain a procurement compliance process to ensure that the state’s use of contracts and agreements aligns with legal requirements.

  • Administrative Leadership:Provide comprehensive administrative oversight, including staff supervision, professional development, mentoring, and budget management. Promote a culture of excellence and continuous improvement.

  • Stakeholder Engagement:Represent the State at national procurement meetings and forums, and provide guidance on the use of travel and Pcards.

  • Fleet Management:Oversee the state's fleet operations, focusing on efficiency, economy, vehicle acquisition and maintenance, and risk management. Develop innovative fleet strategies and monitor performance through data analytics.

  • Print Services Management:Manage the state's print shop operations, making strategic decisions on in-house versus outsourced work, and ensuring confidentiality and cost-effectiveness. Implement cutting-edge print strategies to enhance service delivery.

Supplemental Duties:

  • Participate as a member of the Executive Leadership Team, providing strategic insights and advice to the DAS Director.

  • Develop and maintain a comprehensive understanding of the latest trends and best practices in procurement, fleet, and print operations.

  • Foster strong relationships with internal and external stakeholders to enhance service delivery and achieve departmental goals.

This is a non-merit position with the Iowa Department of Administrative Services . Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprises.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
