Description of Job

Administration Division

The Administration Division of the Department of State provides operational support to the Department, including human resources, finance, office management, communications, and direct support to the Office of the Secretary of State. The Division works collaboratively to meet the needs of the Department staff and acts as a liaison between the leadership team and department staff. The Division regularly reviews and updates processes to ensure compliance, thoughtful decision-making, and consistent messaging to its internal teams. Through the execution of each program, the Administration Division seeks to ensure alignment with the Department’s key performance goals and to provide staff with the resources that they need to be successful in meeting their own division-level goals.

The Finance Unit

The Finance Unit provides financial, budgetary, accounting, contract, and procurement services to the Colorado Department of State (CDOS), which is comprised of four operating divisions. The unit provides advice and support to CDOS management, including the Secretary of State, an elected official, and all divisions/sections within the Department. This includes the Electronic Recording Technology Board (ERTB), an enterprise for the purposes of Section 20 of Article X of the constitution (TABOR). The unit helps develop processes for grants management; financial reporting (federal, state, and Department levels); accounts payable and accounts receivable; fiscal policies, rules, and procedures; and financial audit management. The unit processes payroll and maintains a Department-level accounting structure and system of accounts for cash and federal funds, including grant funds. The unit provides ongoing budget and policy analyses, fiscal note analysis and preparation, contract administration, as well as oversight of an internal accounting system.

As the Payroll Accounting Technician, you will be a valued member of the Administration and Finance Teams, which provide direct support to the Office of the Secretary of State. The Administration Division works collaboratively to meet the needs of the Department staff and acts as a liaison between the leadership team and department staff. You will be a part of a department that continues to be recognized as a leader, both in Colorado and nationally. In this position, you will experience working within a high-functioning professional team.

The ideal candidate will be a critical and creative thinker with strong problem-solving skills. To succeed in this role, it is important that you have outstanding written, verbal, and interpersonal skills.

Illustration of some key duties:

  • Payroll – You will enter payroll data for bi-weekly and monthly payroll in an accurate and timely manner; create one-off payroll batches, as needed, according to payroll changes or personnel changes; work closely with HR staff regarding monthly changes to payroll; process final accruals and leave balances following employee separation; verify payroll batches, according to payroll schedule, to ensure that all payroll is accurate prior to processing date; respond to internal payroll inquiries; work with Accountants to ensure withholding correcting entries are coordinated with Central Payroll; support staff for bank account/ disbursement changes; processes same day meal reimbursement requests.

  • Credit Card Disputes – You will obtain documentation supporting that charges customers have protested were accurate, legitimate charges; collect necessary documentation and submit to dispute the chargeback within the required time period; track any chargeback in excess of $20, along with supporting information, to determine if chargeback dispute was successful; forward all unsuccessful disputes, along with supporting information, to Accountant I for submission to Private Collections Agency.

  • Invoice Creation & Training Reimbursements for Elections – You will create, amend, or void Campaign and Political Finance (CPF) and Campaign and Political Finance Enforcement (CPFE) invoices as requested by the program, on a weekly basis; post the invoices in the internal revenue accounting system (currently Microsoft Dynamics GP) once the programs approve the invoices; record the revenue received for the payments from counties to offset some of the costs of training in the state financial system (CORE), as a result of the Elections Division hosting trainings for counties.

  • Accounts Receivable & Payable Back-Up – You will serve as a point of contact for training and as a resource for Accounts Receivable technician; act as a back-up in the absence of the Accounts Receivable technician; record all cashier accounting receipts and accounts receivable payments, as needed; process reimbursement to vendors; process all cash, check, prepaid account, and credit card transactions through the internal accounting system; collect documentation supporting all revenue transactions from each system; deposit and reconcile the revenue documentation into the statewide financial system (CORE); reconcile transactions in the internal accounting system; ensure that all invoices include proper approvals as defined in the internal control policies; process AP transactions using appropriate coding in the state financial system.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

This position requires a total ofthree (3)years of relevant professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that youmeet one of the following options outlined below:

Three years of professional experience processing payroll and accounts receivable.

OR

Successful relevant course work from an accredited college or university in Accounting, Auditing, Bookkeeping, or any closely related field.

PLUS

any remaining years of professional experience processing payroll and accounts receivableto equal a total of 3 years between education and experience combined.
