The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

The Permitting Unit is responsible for reviewing all applications to construct an oil and gas well or create a spacing unit to determine if the proposed well or spacing unit complies with the rules and orders of the Commission.

Description of Job

This posting is only open to residents of the State of Colorado at the time of submitting your application.

Position Summary: This position reviews applications to determine the permit conditions necessary to address the geological conditions at the location of the proposed well or unit. The geological review includes an assessment of: the target formation subsurface elevations; the wellbore orientation and track; the geographic extent of the production area to confirm that minerals underlying land outside of the Operator’s mineral rights will not be drained or otherwise diminished; a review of other wells potentially impacted by the Operator well or unit; the as built well construction to confirm permit compliance; and, subsequent changes to the well, operations, or ownership to identify additional permit conditions, sufficiency of financial assurance, and, ultimately, the adequacy of any plugging operations to prevent the production of minerals.

Review Geological Conditions of Applications to Drill a Well:

This position reviews applications to locate and drill oil and gas wells to determine that: the Operator has the right to access the target minerals; the geographical location and geological orientation of the well will actually produce the minerals which the Operator has a right to access; and, the Operator has all permissions required by any relevant local government. Specifically, this duty requires the position to:

  • Determine that the geological and geographical orientation of the proposed well, including type of well (horizontal, directional, vertical), intention of the well (production or injection), and, if producing, that the well will produce the target geologic formation identified in the legal description provided by the Operator

  • Confirm the well bore configuration and alignment does not impact existing oil and gas wells

  • Determine whether the application conforms with Commission rules, spacing orders, and local government processes

  • Identify if private, tribal, state or federal minerals will be developed and, if applicable, verify the associated lease information

  • Communicate directly with the State Land Board (SLB) to verify that the Operator has obtained a Surface Restoration Bond on file with the SLB when the well will pass through or develop state minerals and/or the surface location is on state land

  • Determine if an agreement is in place to remediate damages or, if no agreement is in place, verify there is adequate financial assurance in place for surface damages

  • Evaluate the surface use agreements for valid surface owner protection and waiving of rights established by ECMC rules and to ensure that both parties (the surface owner(s) and operator) have formally agreed to the terms of the agreement

  • Determine the geographic distance between wells on the same pad and offset wells

  • Determine the geographic distance of the well to the boundary of the unit

    Geological and Geographical Consultations:

    This position provides the geological and geographical review of applications to modify Spacing and/or Pooling Orders and other matters set for Hearing before the Commission. The review determines whether the application will comply with previously established Orders and whether the application geologically or geographically infringes on the correlative mineral rights of others. It is also the primary liaison to operators and the public regarding: general geological and geographical questions related to the production of oil and gas in Colorado; Commission rules, Orders or Policies that might impact contemplated or submitted applications; and, accessing and understanding geologic and geographic information maintained by the Commission.

  • Provide the Commission with a comprehensive understanding of the geological and geographical extent of existing Spacing and Pooling Orders affected by an application

  • Provide the Commission with a professional geological and geographical opinion as to the impact of the application on correlative mineral rights

  • Verify for the Commission the application adheres to the Rules and established Orders of the Commission

  • Consult directly with Operators to provide guidance on how Commission Orders, rules and policy impact their application to produce minerals

  • Consult directly with Operators and the public regarding data available on the website, how to access and use the various forms, and how to search for information consult directly with Operators and the public regarding geologic information such as:

  • Available seismic survey information

  • Stratigraphic and areal extent of the geologic formations in Colorado

  • Geologic and geographic impact of spacing orders on mineral rights

  • Consult directly with Operators and the public regarding the Public Land Survey System (PLSS) and associated geographic data, specifically digital Geographic Information System (GIS) data, and how to use the mapping tools provided by the Colorado Oil & Gas Information System (COGIS) maintained by the Commission

  • Monitor and participate in the Commission rulemaking process

    Review Well Drilling and Completion Reports:

    Once a well has been drilled and completed, this position reviews the information submitted by the Operator regarding where and how the well was drilled as well as where and how the well was completed. Specifically this position will:

  • Confirm that permit conditions of approval, spacing orders, and Commission rules were followed

  • Evaluate and verify that the Operator has accurately reported the geographic location of the well at the surface as well as the depth and location of the top of the producing zone, and the bottom of the hole

  • Review the as-drilled GIS track against the data file submitted to make sure the Operator has correctly plotted the geographical and geological track of the well

  • If within a spacing unit, confirm that the well is within the geographical and geological boundary of the unit

  • Confirm the information submitted is consistent with other reporting requirements, such as production reports

    Review Post Construction Changes:

    This position must monitor any changes made to the well after construction to make sure that the changes either properly address the concern that prompted the change or that the proposed change will accomplish the change desired by the Operator and that the change will comply with the Commission rules and Orders. Such changes include:

  • Revisions to wellbore or completion zones

  • New/updated spacing orders

  • The collection of additional well log data

  • Setting downhole plugs

  • Plugging and abandonment of the well

  • Confirming that permit conditions of approval, spacing orders, and Commission rules were followed

  • Reviewing other miscellaneous information related to enforcement, transfer of ownership

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Six (6) years of relevant experience in the oil and gas industry in any of the following: drilling, production, well site, field operations, or regulatory.

OR

Education and Experience:

A combination of related education from an accredited, non-correspondence college or university in petroleum engineering, petroleum geology, geology, engineering, mechanical engineering, geological engineering, civil engineering, chemical engineering, or environmental engineering AND two (2) years of relevant experience in the oil and gas industry in any of the following: drilling, production, well site, field operations, or regulatory.

Substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Current or former State experience relevant to this position.

  • Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, conceptual models, professional standards, and legal precedents in order to determine their relationship to the question or policy at issue.

  • Excellent analytical and organizational skill as well as the ability to operate in a politically sensitive environment.

  • Working with general public, professional, consultants, and staff, with sensitivity to their needs, priorities and commitments.

  • Experience with oil and gas pooling and spacing issues, leasing, surface use agreements, or similar "Landman" duties.

  • Technical background in the oil and gas industry in order to understand the scientific. and technical concepts involved in the matters.

  • Excellent problem solving logic.

  • Excellent verbal and written communication skills.

  • Strong organizational skills.
