Description of Job

This position acts as the QA/QC point of contact for the Contract Process Support Unit, the Contract Management System database and Help Desk for the Center for Procurement and Contract Services. This position will review multiple types of contracts, task orders and option letters, contract amendments and renewals for CDOT according to State requirements.

Major duties and responsibilities include, but are not limited to:

  • Validate contract activity data, including but not limited to insurance validation, contract terms and maintain contract data in the Center's contract databases and State's Contract Management System; Track contract activity and data;

  • Maintain full supported and retrievable contract files;

  • Recommend contract options to customers to meet their stated contracting needs;

  • Properly modify contracts based on the individual requirements of each situation;

  • Provide professional and technical support to the Department in achieving and maintaining state and federal contract standards and compliance;

  • Support CDOT's contracting processes through the development and maintenance of Document Builder, Contract Management System (CMS) automation, the delivery of training to CDOT staff, and provide resolution and guidance as a subject matter expert;

  • Provide excellent customer service and guidance to maintenance, business offices, project managers, contract administrators, facility contacts, supervisors, engineers, accounts payable and other personnel for normal contracting activities;

  • Assist in finding resolutions to contracting problems to support customer needs;

  • Review purchase requests for various factors including completeness and fiscal responsibility;

  • Assure accountability, integrity and fairness in contracting processes to the public and to the business community;

  • Other job duties as assigned.

Work Environment:

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday

  • Occasional overnight travel 1-3 times a year throughout Colorado

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • A bachelor's degree from an accredited college or university in Business Administration, Public Administration, Accounting, Finance, Law or a closely related field with coursework related to the major duties; (A copy of your transcript must be submitted to verify this requirement.)

  • AND at least two (2) years of full-time professional contract experience.

  • Contract experience must have included: reviewing qualifications of work, writing modification documents, and processing a high volume of contract documents through an established process.

Substitution: Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience

The Exceptional Applicant will be an experienced professional contract administrator and will possess the proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;

  • Highest work/personal ethics and integrity;

  • Comprehensive knowledge and experience reviewing and monitoring contracts for legal compliance;

  • Comprehensive knowledge and experience drafting contract provisions, contract modification documents and executing contracts;

  • Comprehensive knowledge and experience with generally accepted accounting principles, procurement rules and Colorado State fiscal rules;

  • State contract training and certification;

  • Leadership and vision across multidisciplinary groups;

  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
