Description of Job

In May of 2024, Governor Jared Polis signed HB24-1444, the Indian Boarding School research program that will conduct research and develop recommendations with Tribal consultation and listening sessions with American Indian and Alaska Native communities. The research program will expand on the report “Federal Indian Boarding Schools in Colorado: 1880-1920,” which was completed by History Colorado, and build collective knowledge of the physical and emotional abuse and deaths that occurred at, and in relation to, Indian Boarding Schools in Colorado, including victimization of and intergenerational impacts on families of the youth forced to attend the boarding schools. The legislation included funding for two positions related to the successful completion of this next phase.

This term-limited “American Indian Boarding School Research Program Manager” position will work in collaboration with the Director of the Office of Archaeology and Historic Preservation, History Colorado leadership, and the appointed American Indian Steering Committee. The work will be developing and reporting recommendations to relevant state entities including but not limited to the Colorado Commission of Indian Affairs, Colorado Department of Education, and the General Assembly to address the impact of federal, state, and local schooling systems on American Indian communities.

Other responsibilities are as follow but not limited to:

  • Coordination and logistics of the American Indian Steering Committee meetings, communication, and reporting.

  • Coordination and logistics of government-to-government Tribal consultation with American Indian Tribal Nations with students who attended schools in Colorado.

  • Support communication and reporting to the Colorado Commission on Indian Affairs, and other State agencies.

  • Coordination and communication with History Colorado leadership and staff.

  • Coordination with other organizations involved in work on Indian Boarding School research, reconciliation and healing, including Native American Boarding School Healing Coalition.

  • Support research work, which may include survivor and descendent testimony, community listening sessions, archival research, and sharing of research findings with survivors and descendants.

  • Support the contracting of any consultants or other subcontractors to assist in research, and development of recommendations.

House Bill 24-1444 is a continuation of the previous work done during 2022-2023. This continuation will build a thoughtful and comprehensive collection of first-person narratives from Indian Boarding School survivors as well as their descendants and will require an understanding of best practices of oral history research and community engagement practices. The aim of HB 24-1444 is to build historically-informed, State-facilitated reconciliation and repair. This three-year term-limited position until June 30, 2027 will be central to accomplishing this goal.

The American Indian Boarding School Research Program Manager is accountable for:

  • Coordination & Communication 70%

  • Community Engagement & Collaboration 15%

  • Report Preparation 15%

Coordination & Communication

  • Coordinating meeting logistics.

  • Supporting program updates to the American Indian Steering Committee and Colorado Commission of Indian Affairs (CCIA) with History Colorado leadership/team.

  • Supporting the coordination of Tribal Consultation with History Colorado leadership/team.

  • Planning, coordinating, arranging travel logistics for on-site visits and consultation at Indian Boarding School locations and CCIA.

  • Managing budget and ensuring contracts and expenditures meet state fiscal rules.

Community Engagement & Collaboration

  • Scheduling meetings, organizing workshops, reserving rooms, sending out invitations or announcements, and setting up for events as needed for community engagement and Tribal consultations.

  • Supporting community engagement efforts as determined by History Colorado Leadership and the American Indian Steering Committee.

  • Supporting History Colorado participation in Tribal consultation as needed

  • Collaborating and supporting meeting facilitators.

  • Supporting research presentations or discussions at community engagement meetings.

  • Following up with community members who may be able to more deeply inform the research.

Report Preparation

  • Collaborating with colleagues in the development and coordination of recommendations and report.

  • Supporting History Colorado team in honoring deadlines and fulfilling legislative mandated requirements.

  • Supporting the necessary revisions and distillation of feedback received from Tribal leadership, History Colorado staff, and the American Indian Steering Committee.

  • Supporting research team and efforts as needed.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

This position requires:

  • Educational background or work experience in history, specifically American Indian/Native American history in America and/or Colorado.

  • Demonstrated experience in relationship building and authentic community engagement with Tribal and American Indian communities.

  • Exceptional communication skills and coordination experience.

  • Cultural competence.

PREFERRED QUALIFICATIONS:

  • A Master’s degree in history, anthropology, political science or related field with focus on American Indian history is a plus.

  • Proven competency of working with American Indian communities, preferably over 5 years of consistent experience.

  • Experience applying an equity and inclusion lens to processes.

  • Demonstrated ability to communicate effectively with a broad audience.

  • Experience in working as part of, or in collaboration with, Tribal, State, or Federal Government offices.

To effectively implement this work, successful American Indian Boarding School Research Program Manager should possess cultural competence skills, including:

  • Cross-cultural communication, cultural sensitivity, and community engagement.

  • A professional ethos that emphasizes building relationships, ethical considerations, and empowering communities.

  • Recognition of the historical context, and intersectionality of cultural identities, and value of local, lived and descendent knowledge.

A successful American Indian Boarding School Research Program Manager will possess the following temperament and character traits:

  • High energy, intensely curious, open-minded, and tenacious.
