Department Information

The Office of Economic Development and International Trade (OEDIT) fosters a positive business climate, encourages quality economic development through the support of local and regional economic development activities across the state. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.

The mission of the Creative Industries Division (CCI) of the Colorado Office of Economic Development and International Trade is to promote, support and expand the creative industries to drive Colorado’s economy, grow jobs and enhance our quality of life. CCI offers seventeen unique programs to individuals, organizations and businesses working throughout Colorado’s diverse metro, rural, and mountain resort regions within the creative industries. CCI collaborates with special districts, philanthropic organizations, arts leaders, local governments, other state agencies and the federal government to leverage resources and networks within the creative sector to better impact and support Colorado’s creative workforce, economy and overall ecosystem.

Description of Job

The position offers full-time employment as an exempt, at-will State of Colorado Employee with an anticipated duration through December 2032, with the possibility of extension based on available funding.

The following provides a high-level job definition. It is not intended to provide a comprehensive or exclusive list of job duties. As such, job duties and/or responsibilities within the context of this job requisition may change at the discretion of the employee’s direct supervisor.

The Program Manager will be responsible for supporting Creative Industries’ Community Revitalization Tax Credit program, a new initiative scheduled to open in January 2025. This new tax credit initiative will provide dedicated funding within a creative district, a historic district, or a neighborhood commercial center or on a main street that involves the construction, rehabilitation, conversion, remodeling, or other improvement of one or more buildings, structures, or facilities for uses that support creative industries and creative industry workers, including affordable housing and live-work spaces for such workers and other mixed-use, creative-use, performance, and exhibition spaces for such workers and for the general public.

KEY DUTIES AND RESPONSIBILITIES:

I. Program management

  • Manage Colorado Community Revitalization Tax Credit (CRTC) program, assisting in strategy, development and revision of program guidelines, review cycle timelines.

  • Work in collaboration with CCI’s Director and OEDIT’s Senior Program Manager of Tax Credit Incentives on implementing the program.

  • Communicate with applicants and the public to provide program information and support.

  • Monitor existing Community Revitalization Grant (CRG) projects, including site visits, reporting and check-ins with previous grantees.

  • Collaborate with CCI’s Director and OEDIT’s Senior Program Manager of Tax Credit Incentives to report to State Legislature and Economic Development Commission on CRG and CRTC programs

  • Participate in meetings with key partners, including other divisions of OEDIT, Department of Local Affairs, Department of Housing, etc.

    II. Administrative management

  • Data analysis of program

  • Compliance oversight of new and existing projects

  • Manage reports and documentation projects

  • Develop application process, update guidelines

  • Manage and organize files

    COMPETENCIES:

    This position requires a candidate who has great customer service skills, and an ability to work independently on solo projects and also collaboratively as a team member. Candidates should have exceptional organizational skills and strong attention to detail; ability to multitask; strong oral and written communications skills and able to clearly articulate key points when writing and speaking; problem solving acumen; and demonstrate confidence, diplomacy, and flexibility.; active listening; creative and critical thinking; Ability to build collaborative relationships within OEDIT, CCI and external creative industries community. Ability to prioritize and meet deadlines while multitasking is essential.

    Education and Experience Requirements:

  • BA/BS degree in public or arts administration, public policy, planning, business or similar field

  • Related occupational experience will substitute for the degree requirement on a year-for-year basis

  • Program/project management experience

  • Experience with Excel, Google Sheets, Salesforce and Microsoft Office Suite

Preferred Qualifications:

  • Experience in government or program administration with a focus on positive public outcomes.

  • Experience with Salesforce as a program application platform.

  • Experience with and understanding of tax credit programs

    Conditions of Employment

Supplemental Information

Salary Range: $65,000 - $70,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
