About this Unit:
Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single-state entity. Initially established under CDHS as of July 1, 2022, which provides administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that is responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA provides oversight and coordinates service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans.
The BHA is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds.
Purpose of the Position:
The Outreach Coordinator provides behavioral health crisis response system awareness and educational materials to each public and private school in the state. This position provides support and information to the BHA communications team, including fielding calls, coordinating meetings, staffing events, distributing materials, outreach tracking, completing forms, submitting reports, and collecting information.
Summary of Duties:
Campaign Support:
Supports the daily operation and flow of information to create efficient methods for increasing awareness of BHA programming and campaigns.
Develops, orders, and annually provides crisis materials to every public and private school in the state.
Coordinates with the Colorado Department of Education to ensure every public and private school can be reached.
Ensures each student identification card issued to a public school student contains the phone number, website, and text talk number for the 24-hour telephone crisis service center.
Responsible for being the primary resource and advocate between a network of stakeholders, including schools, students, families, and the community.
Coordinates meetings and campaign events.
Provides support to campaigns team, communications team, and agencies.
Outreach Coordination:
Develop a strategy for notifying each public and private school in the state about services provided by the behavioral health crisis response system, including but not limited to how to engage with and what to expect from the services and the possibility of peer-to-peer counseling as part of the services.
Actively engages and advocates to better the needs of all parties involved, including coordinating, and attending statewide events.
Develop expertise in Colorado crisis services to better promote the service and answer questions.
Promotes partnerships within key areas of the community, including state and federal agencies.
Establishes and cultivates relationships with internal and external stakeholders.
Maximize the utilization of available campaign resources and collateral.
Connect and build community relationships to ensure community needs are met.
Enrich lives by removing barriers, discussing needs, and identifying support resources.
Measurement and Reporting:
Maintains documentation on data collection and data resources.
Provides ongoing reports regarding the accuracy of data submission and trends.
Responsible for using specific reports to analyze and track campaign data, providing feedback, and making recommendations for improvement, if applicable.
Tracks outreach touchpoints, manages spreadsheets, and analyzes data.

Minimum Qualifications:
- Experience Only: Six (6) years of relevant experience in an occupation related to the work assigned to this position.
OR
- Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.
Preferred qualifications:
Bachelor's degree from an accredited institution in Communications, Public Administration, Business, Marketing, Psychology, Political Science, or a related field
Knowledge of and interest in digital accessibility
Knowledge of and interest in diversity, equity, and inclusion
Combination of previous communication and marketing experience
Previous experience with school outreach
Knowledge and experience with data collection and tracking
Demonstrated success in building relationships with stakeholders and the community
Excellent verbal and written communication skills
Demonstrated success with content creation
Relevant years of state service
Highly Desired Competencies:
Bilingual-English/Spanish
Conditions of Employment:
The successful candidate in this position must be willing and available to submit to the following conditions:
