Description of Job

The purpose of the work unit is to provide strategic human resource management services to the Department of Regulatory Agencies in areas including, but not limited to, job evaluation; recruitment, exam development and administration and selection; training development and administration; progressive discipline; grievances and appeals; employee relations and communications; workforce and organizational development; compensation administration; lay-offs; performance management, planning and evaluation; rules and laws compliance review and interpretation; worker's compensation; short-term disability; leave management and tracking; and to conduct a variety of personnel research and record keeping functions.

With oversight, this position is responsible for delivering quality human resources services in the Department of Regulatory Agencies and its divisions. In a training capacity, this position will learn to perform professional and technical human resources work required to select employees, allocate positions, implement personnel rules, provide guidance and advice on human resources issues, and to participate in the development/modification of departmental human resources plans and programs. This includes:

  • Selection & Job Evaluation: In a training capacity, this position learns to conduct recruitment and selection activities with independence and autonomy, including: developing and executing recruitment plans; conducting job analyses; drafting announcements; screening applications; developing and administering comparative analysis; and addressing and responding to the unique needs and functions of DORA's divisions. From a training and learning perspective, this position also participates as a member of the section's Job Evaluation Panel, and is responsible for learning how to independently (then collectively) evaluate position descriptions and additional information as appropriate, determining appropriate factor ratings and classifications, and completing reallocation processes and records for vacant and encumbered positions.

  • Special Projects: In a training capacity, the position learns to manage and administer various special projects with sound business practices, as assigned by the Human Resources Director. This includes conducting extensive and specialized research and/or studies; compiling and reporting data; and making recommendations to the HR Director, section and management throughout the department. The position contributes to revision of policies and development of forms, and cross trains to provide backup assistance and customer service in the absence of other team members as needed.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1: Experience

  • Four years of professional human resources or business office work experience. This experience must include the following:

  • Experience working according to detailed policies, procedures, and deadlines;

  • Experience responding to customer inquiries with tact and diplomacy;

  • Experience utilizing and navigating multiple computer systems/programs/applications;

  • Experience with documenting processes and operations;

  • Experience working with highly confidential information.

    Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in i ndustrial/organizational psychology, human resource management, personnel administration, business , or a field of study related to the work assignment; AND

  • Two (2) years of professional human resources or business office work experience. This experience must include the following:

  • Experience working according to detailed policies, procedures, and deadlines;

  • Experience responding to customer inquiries with tact and diplomacy;

  • Experience utilizing and navigating multiple computer systems/programs/applications;

  • Experience with documenting processes and operations;

  • Experience working with highly confidential information.

    OR

  • Bachelor’s Degree and Experience : Graduation from an accredited college or university with a bachelor's degree in i ndustrial/organizational psychology, human resource management, personnel administration, business , or a field of study related to the work assignment.

    SUBSTITUTIONS:

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.
