Description of Job

Financial Servicesis responsible for overseeing, managing and controlling the Department's finances. TheAccountingwork unit within Financial Services exists to maintain a controlled environment to properly record financial information for the more than $16 billion in taxes and fee revenue collected annually by the Department. The unit also provides accounting services, information, reporting, and budgetary control and oversight for the departments expenditures exceeding $494 million.

We're hiring an experienced leader with excellent communication skills to be ourDeputy Accounting Directorin Financial Services! You'll be coaching, mentoring and managing supervisors and have oversight of 4 work groups within Accounting. Use your communication skills to present information to and collaborate with Division leaders regarding Payroll, Accounts Payable and Division specific needs. You will review and respond to financial audits along with other financial reporting, which requires attention to detail and organizational skills. Primary Duties:

  • While collaborating with the Accounting Director, provides leadership and oversight of the day to day accounting functions (such as expenditures, payroll, fixed assets, grants, procurement cards, UKG, revenue collection, and system configuration) of the Accounts Payable, Payroll, DMV, and SBG accounting sections.
  • Provides training, mentoring, and coaching to direct reports to help with their professional growth and equip them for changing work environments. Creates, reviews, and monitors annual performance plans for staff.
  • Reviews and analyzes a wide variety of financial reports and data f r accuracy and consistency. Provides summary financial information for state financial statements and other reporting responsibilities.
  • Supports the internal and external audit processes, collaborates on official Department responses and follow-up and engages direct reports in audit requests, ensuring staff are prepared and documentation is complete and sound.
  • Responsible for the quarterly and fiscal year end closing activities over sections, ensuring deadlines and expectations are met and fiscal rules are followed.
  • Review of year-end activities, including certifications, exhibits and reporting.
  • Develops and maintains accounting policies, practices, and internal controls to ensure compliance with applicable laws and rules.
  • Provides oversight and leadership to accounting sections to ensure all financial and internal control specifications are documented, tested, and implemented.
  • Ensures accounting oversight of financial system interfaces to accommodate proper accounting for taxes and fees collected, related refunds, accounts receivables, rebates, and distributions.

Position Details: This position is mostly remote with required in office meetings or training approximately once a quarter (or more if needed). This position is not allowed to take personal leave from approximately July to August every year due to the Fiscal Year requirements of this position.

MINIMUM QUALIFICATIONS:

Must meet one of the following or any combination of experience/education to meet the qualifications:

OPTION 1:

8 years of experience in accounting, economics, and/or financial analysis or reporting.

OPTION 2:

Bachelor's degree from an accredited institution inaccounting, finance, and/or business administration,which included 24 semester hours in accounting or auditing, or as determined by the Department.

AND

4 years of professional experiencein accounting, economics, and/or financial analysis or reporting.

OPTION 3:

Master's degree from an accredited institution inaccounting, finance, and/or business administration,which included 24 semester hours in accounting or auditing, or as determined by the Department.

AND

2 years of professional experiencein accounting, economics, and/or financial analysis or reporting.

Substitutions:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.
  • Current, valid licensure as a CPA from the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.
