Description of Job

he Work Unit:

The work unit exists to implement, monitor and maintain greenhouse gas and ozone precursors reduction programs for the Air Pollution Control Division Mobile Sources Program, investigate new emissions reduction strategies, and improve air quality for the citizens of Colorado by minimizing motor vehicle emissions while controlling program convenience and costs. Electrification Unit supports the Clean Fleet Enterprise, Low and Zero Emission Vehicle Program, Indirect Source Rule, Advanced Clean Trucks, Heavy-duty Low NOx Omnibus, Heavy-duty greenhouse gas programs, Advanced Clean Cars II, and future rules and regulations.

What you will be doing

This position exists to perform job duties required under the Air Quality Control Commission Regulation Number 20. This position will assist in the rulemaking activities related to regulation number 20. This position will assist in part or all of the electrification related activities, housed in the Electrification Unit that supports the Clean Fleet Enterprise, Low and Zero Emission Vehicle Program, Indirect Source Rule, Advanced Clean Trucks, Heavy-Duty Low NOx Omnibus, Advanced Clean Cars II, and future rules and regulations.

Job Duties:

Low Emission Vehicle Program Specialist

  • Under direct supervision, this position develops, implements, and maintains operational parameters of the low emission vehicles program. Researches and tracks the Environmental Protection Agency’s and the California Air Resources Board motor vehicle emissions standards certification levels and applies those standards to vehicles sold in Colorado. Investigates, conducts data evaluations, and designs reports that quantify greenhouse gas reduction of carbon dioxide, methane, oxide of nitrogen, and hydrofluorocarbons from the low emission vehicles program. Presents complex operational programs and greenhouse gas emissions reductions and scientific air quality data reports to internal and external stakeholders. Conducts Automotive Dealership on-site audits if necessary.

Zero Emission Vehicles Program Specialist

  • Under direct supervision, this position develops, implements, and maintains operational parameters of the zero emission vehicles program. Researches, identifies and tracks classes and emissions certification levels to determine if they meet program credit requirements. Investigates, conducts data evaluations, and designs reports that quantify greenhouse gas reductions based on percentages of vehicles sold that meet program requirements. Presents complex program information and scientific air quality data reports to stakeholders.

Mobile Sources Program and Analytical Support

  • Under direct supervision of the Supervisor, takes part in various special projects and planning efforts for the Mobile Sources Program such as new regulations or processes to be developed or the implementation of hydrogen fuel cell vehicle technology because of statutory and regulatory changes. This position will participate and provide technical and operational input for the planning and development of the required changes to existing programs or implementation of new programs.

  • Under direct supervision, this position analyzes new and revised regulations or issues within existing regulations and recommends options to adopt the regulations or address the issues and implement them in Colorado. This position determines which known and established analysis methods are needed and performs and documents the analyses. The position recommends the most appropriate solutions from numerous alternatives and information sources. The position communicates with stakeholders, colleagues and associates on advanced technical information and must be able to compile and disseminate this information effectively.

  • This position will learn how to use the Greenhouse gases, Regulated Emissions, and Energy use in Technologies (GREET) model and the Alternative Fuel Life-Cycle Environmental and Economic Transportation (AFLEET) and use them to analyze the full life-cycle emissions effectively.

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Five (5) years of relevant experience in air pollution control, climate change, sustainability, transportation electrification and/or new vehicle emissions related fields which include interpreting and applying regulations, statutes and policies, designing and implementing air pollution reduction programs and analyzing environmental related data.

OR

Education and Experience:

A combination of related education and/or relevant experience in Environmental Science, Environmental Studies, Environmental Law, physical science or closely related science degree equal to five (5) years

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:

  • Broad understanding and knowledge of air pollution reduction, vehicle emissions reduction and different classes of vehicles

  • Broad understanding and knowledge of vehicle electrification projects, programs and policies

  • Experience in or ability to learn and read regulations/statutes/law quickly and effectively

  • Knowledge in the California's new vehicle emissions certification programs and zero emission vehicles related programs

  • Knowledge in, willing to learn and/or ability to learn the Argonne Lab's GREET and AFLEET modeling tools or similar modeling tools within one year of employment

  • Proficient in Microsoft Office Suite including Microsoft Access

  • Knowledge in the Air Quality Control Commission Regulation Number 20

  • Experience in data analysis
