WM Air Quality- Environmental Protection Specialist in Denver, Colorado

I. Job Summary

Using established procedures, report templates, and agency formats, under supervision, this position will administer and lead air quality programs and reporting within Environmental Protection (EP) group in multiple assigned districts within the Colorado and Utah Market Area. Serves to assist EP, Engineering, Operations, and Landfill Gas Operations personnel with technical guidance on air quality and landfill gas topics and regulatory environments. Monitors and investigates related compliance status.

Generally, this position is responsible for districts within a Market Area.

II. Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

  • Coordinates, reviews, and submits required air quality, landfill gas, and related air quality reports for internal and external audiences, as required.

  • WM routine air compliance documents may include the following; APEN, Facility Semi-Annual Report, NMOC Report, Petroleum Contaminated Soil Determination, Air Toxics Reporting, and GHG APEN/Report.

  • Reviews and assists engineering and landfill gas operations personnel with emissions calculations.

  • Maintains air quality/EP data within WM tracking systems (SharePoint, Excel, and Intelex environmental database).

  • Attend Air Pollution Control Division inspections and act as main point of contact for records review/submittal and inspection follow-up.

  • Serves as district’s EP contact regarding air-related incident notifications, air quality issues, and permit applications with the regulatory authority.

  • Monitors site operations and engineering efforts to obtain air quality data for report preparations and/or permit modifications.

  • Investigates and assesses regulatory findings and prepares related response documents.

  • Coordinates, organizes, and secures related air quality permits and other related regulatory approvals. Assists in preparing related documentation.

  • Responsible for developing, coordinating, and overseeing district EP air-related sampling/testing, investigations, assessments, guidance, and reporting.

  • Assists interdepartmental team in maintaining compliance with air permit and air quality regulatory requirements for district sites.

  • Communicates and implements the Corporate EP program policies and strategies within assigned districts.

  • Maintains a working knowledge of federal and state air quality regulations related to solid waste/landfill operations. Identifies local, state, and federal regulatory impacts to operations.

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.

Experience: Two (2) years of environmental protection related experience. (in addition to education requirement).

B. Certificates, Licenses, Registrations or Other Requirements

Requires knowledge of regulatory environment as it applies to environmental protection and compliance.

C. Other Knowledge, Skills or Abilities Required

MS Office familiarity, general computer acumen and ability to learn to utilize other job-related technical software. Familiarity with statistical methods. Research skills. A working knowledge of the company-s operations and business hierarchy.

• Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, use of sampling equipment, etc.) most of the workday;

• Required to exert physical effort in handling objects less than 30 pounds part of the workday;

• Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals, combustible gas, etc.) rarely;

• Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes, or similar elements a portion of the workday or week;

• Normal setting for this job is hybrid between a home office setting and solid waste landfill, transfer, and hauling sites.

• Limited travel within the districts is required for regulatory inspections and to assist operations personnel with air related tasks, data preparation, and permit compliance assurance.
