Army National Guard Units LOGISTICS MANAGEMENT SPECIALIST (Title 32) in Del Valle, Texas

Summary This position is located within the 36th Combat Aviation Brigade in Del Valle, TX. Under the direction of the Officer in Charge (OIC) or Commander, this position functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. Texas is one of 9 states with NO state income tax. Responsibilities As a Logistics Management Specialist with the Texas National Guard, your duties will include, but will not be limited to: Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics. Provide oversight to property book operations. Analyzes and coordinates information and requirements with other command levels/sections in the area of supply and equipment readiness for the organizational readiness report. Reviews, analyzes, and develops plans to optimize the impact of future authorization documents and/or force structure changes and the impact on organizational readiness. Communicates and coordinates with proponent agencies with recommendations for improvement and implementation of new equipment/concepts to the authorization document. Analyzes and plans for the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistics and property accountability activities. Provides guidance and assistance to ensure command programs have been implemented. Evaluate the effectiveness of logistic programs in subordinate elements. Plans and coordinates the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develops, coordinates, and implements tactical standard operating procedures for logistics. Plans, develops, and implements actions/procedures for subordinate organizations in preparation for the transfer of all or part of accountable property for deployment. Develops and coordinates the home station logistic support plans. Researches, develops, and implements logistic support plans for natural disasters, homeland security/defense missions. Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assists in the preparation for additional command level inspections in the area of logistics and maintenance. Plans and coordinates periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority. May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings. May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in actions and its impact on readiness. Coordinates annual supply reconciliations with the state level headquarters. Also coordinates the processing of backorder reconciliations and equipment status profiles. May establish quality control procedures and oversees the edit of all documents. Ensures documents are accurate and properly input into the automated system. Establishes administrative procedures and oversees the flow of subordinate/command documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Analyzes requirements, develops forecasts, directs re-allocation, and provides guidance for the execution of funds for all decentralized logistics resources. Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Plans, organizes and assigns work to subordinates engaged in logistics and property management at the command level. Is the primary point of contact for the conduct of new material information briefings for the command. Acts on behalf of the commander when attending logistical conferences, meetings, or other forums in which information must be provided or decisions are required. Represents the National Guard and the Commander in the community. Performs other duties as assigned. AFSC/MOS: Immaterial Rank Spread: Enlisted: E1 (PVT) - E8 (MSG) Qualifications To qualify at the GS-11 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience Required At least 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Comprehensive knowledge of logistics and maintenance requirements to function as the primary advisor for the establishment of command logistics policies. Comprehensive knowledge of logistic regulations and directives to establish organizational logistics management policies and procedures. In depth knowledge of the missions, functions, goals and objectives of the organization for the purpose of conducting continuing analysis and decision making. Comprehensive knowledge of the military decision-making process required to provide input to the development of plans and operations orders. Knowledge of property accountability requirements sufficient to provide oversight for the establishment and maintenance of property accountability. In depth knowledge of the operational aspects of equipment authorized for the organization and authorized substitutes to advise senior leadership on the mission degradation resulting from the limited availability of authorized equipment. Comprehensive knowledge of authorization documents and their impact on organizational readiness and mission accomplishment in order to provide recommendations for improvement and implementation. Comprehensive knowledge of tactical logistic operations to develop the logistic support portion of operational plans and guidance. Comprehensive knowledge of required logistical actions to develop and maintain plans for full or partial deployment and redeployment. Knowledge of budgetary procedures and limitations sufficient to advise senior leadership on prioritization, develop an obligation and execution plan, and to monitor requisitions and ensure availability of funds in accordance with command priorities. In depth knowledge of the requirements for completing reports of survey to review, recommend, submit to approving authority for signature, and forward to higher headquarters. Comprehensive knowledge of logistics accountability to monitor review and/or inspect logistical requests, receipts, and pending transactions in accordance with command supply and maintenance discipline programs. Knowledge of one or more automated supply databases to retrieve, review, and analyze logistical data on an ad-hoc basis or through recurring and specialized reports. In depth knowledge of logistical readiness factors and the effects that equipment availability, serviceability, and compatibility have on the overall logistics readiness of the organization. In depth knowledge of logistical requirements to plan support for organizational training, physical security, and strength maintenance activities and requirements. Knowledge of human resource management procedure sufficient to function as the administrative supervisor for active guard reserve and military technicians. -OR- Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related. -OR- A combination of successfully completed post-high school education and experience may be used to meet total qualification requirements.
