DEL RIO - CITY OF Heavy Equipment Operator-Water Distribution in DEL RIO, Texas

JOB SUMMARY: Under general direction of a supervisor, operates heavy motorized equipment used in the maintenance of a water distribution system. Performs other related work as required. ESSENTIAL JOB FUNCTIONS: Drives and operates dump truck or backhoe to job locations(s). Drives and operates backhoes equipment such as hydraulic jackhammer etc. to break pavement. Uncovers water or sewer lines and opens trench(s) to install pipes. Required to assists crews in repairs as needed. Performs daily preventive maintenance on vehicles and equipment. Individual will be responsible for the efficient ad safe operations, care and appearance of assigned equipment to include washing, checks and servicing. Serves on standby crew for after hour emergency work as required Uses good judgment to work safely and use equipment properly. Hears clearly and interprets hand signals when working around equipment and in street and alley traffic, using proper safety precautions. Lifts and carries up to 100 pounds, and pulls, pushes, or drags up to 150 pounds of repair equipment or materials, and while hooking up backhoe or other repair equipment. Works in trenches and confined spaces. Climbs, crawls, kneels, squats, stoops, and bends freely when driving, operating backhoe, and participating in repairs. Sits or stands for extended periods of time while driving or participating in repairs. Helps loading and unloading pipe as needed Participates on the rotational stand-by. Works after-hours, weekends, and holidays when needed. Reads instructions and writes reports; follows written and oral directions. Performs other work as required and performs other duties as may be assigned by supervisors. SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Water Superintendent and Assistant Superintendent. Works directly under assigned Crew Leader. Position has no formal assigned supervisory responsibility or authority. WORKING CONDITIONS: The duties of this position are performed in a field environment, at development and work sites The principal duties of this position are performed in a field environment. Required to work in outside weather conditions, including heat, cold, temperature swings and inclement weather for extended periods of time. Some exposure to dust, fumes, and loud noises that are routinely encountered in street and alley maintenance operations. Walks and stands for prolonged periods. Climbs, crawls, kneels, squats, stoops and bends freely when participating in refuse/brush collection and disposal. Lifts and carries up to 100 pounds, and pulls, pushes or drags up to 150 pounds of refuse/brush material. May climb 12-foot ladders and be in high standing positions. Sufficient visual and hearing acuity to maintain alertness and awareness to prevent injuries or accidents. Ability to work under stress and handle difficult situations. Works safely in close proximity to high-speed vehicle traffic and close to moving vehicles and equipment. There may be some exposure to hazardous chemicals or fumes (with proper safety apparel). May work in tight or enclosed areas such as trenches. Subject to work after hours for emergency situations. OTHER ESSENTIAL JOB DUTIES Attendance and punctuality are essential functions of this position. Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed. Employees are required to work as a teammate and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during business hours. Position involves performing multiple tasks, meeting deadlines, and occasionally working extended hours. Employee shall attend and participate in team group meetings and stay current with new policy changes, work environment trends, and innovations in the grounds-keeping. May operates City vehicle from site to site. During emergency response situations for our community, such as hurricanes or floods, the pos tion may be tasked with additional duties. ALCOHOL AND DRUG TESTING POLICY: This position is subject to the City of Del Rios Alcohol and Drug Testing Policy which may include Pre-employment testing, Post-Accident Testing, Random Testing, Reasonable Suspicion Testing, Return to Duty Testing, and Follow-Up Testing. Education and Experience: MINIMUM QUALIFICATIONS: Education and Experience: High School Diploma or GED preferred. Two years experience in streets, alley, or road construction preferred. Required; must have a valid Class A Commercial Drivers License in good standing; at minimum Class B Knowledge, Skills and Abilities: Knowledge of City Streets and locations. Ability to maintain accurate written records. Ability to interpret oral and written instructions and refers deviations, problems or unfamiliar situations to Supervisor for proper decisions and guidance. Skill in courteously and effectively working with the public. Skilled in safety regulations, work practices and procedures. Ability to establish and maintain effective working relationships with supervisors, co-workers, other departments, contractors and the general public Ability to safely operate and care for assigned vehicle and all equipment in carrying out the business of the department and the city. Other Conditions of Employment: Must pass a drug test, drivers license check, criminal history background check, and social security number verification check. Texas Commission on Environmental Quality (TCEQ) Class D Water Certificate of Competency within one (1) year of appointment.
