Agricultural Research Service Program Specialist in Davis, California

Summary This position is located in the USDA, ARS, PWA, Sustainable Agricultural Water Systems Research Unit (SAWSRU) in Davis, California. The incumbent will work under the director to fulfill the mission of the USDA, Climate Hub Program reporting agencies, state and local government entities alongside university partners to support productive agricultural and forest stewardship. This position is not a remote position. Responsibilities The goals of the Climate Hub include: 1) Synthesizing climate information and forecasting for insights into the effects of projected climate change and variability at multiple scales for the Hub region; 2) Delivering climate-informed decision support products and technologies that enable producers, foresters, and managers to adapt under variable and changing climate. 3) Delivering options for climate change mitigation strategies appropriate for agriculture and forestry of the HUB region. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Minimum Qualifications GS-0301 Specialized Experience: Specialized experience is experience directly related to the position to be filled and which provided the applicant with the knowledge, skills, and abilities to perform the duties of the position. Experience: The qualification requirements for this position at the GS-11 grade level includes one-year specialized experience equivalent to the GS-09 grade level, or its non-Federal equivalent, maintaining information for an organizational website; synthesizing information into a variety of forms (e.g., reports, web pages, publications, popular articles); and reporting on formal or informal program processes that provide information about program activities or accomplishments. OR Education: 3 years of progressively higher-level graduate education leading to a M.S. or M.A., Masters Degree or equivalent thesis-based degree. Example(s) of qualifying academic disciplines include, climate science, earth science, physical geography, agriculture, agricultural economics, agricultural communications, ecology, wildlife/zoology, biology, environmental science, agricultural extension, natural resources, and sociology. OR A qualifying combination of graduate education and experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This positions initial appointment limit is 13 months with an option to extend up to 4 years. Decision to extend will be established by the supervisor.
