Working Title: Financial Examiner VI-VII: Large Bank Operations Specialist State Classification: Financial Examiner VI - VII Class No. / Sal Grp: U1110/U1112, EE00 Monthly Salary: $10,950.00 - $14,356.00 (Salary and Classification Commensurate with Experience) Location: Dallas FLSA Status: Exempt Overnight Travel: Up to 25% Mission:The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system. General Description:Performs supervisory or examiner-in-charge responsibilities for any regulated bank under the direction of the Division Director or Regional Director with a primary focus on large bank operations activities. Coordinates and works with the Regional Directors, Regional Review Examiners, and Central Point of Contact regarding risk assessment and supervision activities of regulated institutions operations activities. Job Duties:Performs various examination functions, including but not limited to: Interest Rate Risk; Current Expected Credit Losses Review; Model Risk Management; Enterprise-Wide Management reviews; Audit reviews; Corporate Governance reviews; and Credit review including loans and other securities. Reviews supervisory information from other state and federal agencies and offers recommendations for concurrence. May assist in investigations and participate in off-site monitoring of regulated institutions. May represent the Department at institution regulatory meetings, industry functions, seminars, conferences, or other official functions. Actively assists in providing in-house training for examiners in their region or specialty. Serve as a leader, mentor, and supervisor of less tenure employees. Promote a harassment free work environment consistent with EEO and affirmative employment. Undertake special projects assigned by the Regional Director or Headquarters Office. Perform other duties as assigned. Qualifications: Required Minimum Qualification:Experience and Education Requirements: Financial Examiner VI: Graduation from an accredited four-year college or university with major course work in finance, accounting, business administration, economics, or job-related field with a minimum of six hours, nine preferred, in accounting to include basic and or intermediate accounting. A graduate degree in finance, accounting, business administration, economics, or job-related field may substitute for an undergraduate degree that is not business related. Must be a current or former (recent) bank examiner commissioned by the FDIC, Federal Reserve, OCC, Texas Department of Banking, or another approved state banking authority. Internal applicants must have completed all phases of the Departments BETS / Commissioning Panel. Hired candidates may be required to pass all or portions of the BETS/Commissioning Panel. Six years progressively responsible experience in the regulation, examination, and analysis of financial institutions. (For any previous regulatory or industry experience, the applicant will be required to provide a training profile reflecting courses attended with previous employers.) Financial Examiner VII: Same requirements as the Financial Examiner VI, with eight years progressively responsible experience in the regulation, examination, and analysis of financial institutions. A copy of official college transcripts must be submitted with The State of Texas Application for Employment. Preferred Qualifications: Prior experience evaluating banks capital markets, interest rate risk, model risk management, or enterprise risk management functions of large and/or complex banks. Completion f a graduate school of banking Work experience with a financial institution. Bilingual in Spanish and English with the ability to communicate well, both verbally and in writing. Special Requirements: Position requires moderate overnight travel up to 25%. Must possess or obtain within 90 days a valid Texas drivers license. Satisfactory driving records are required for driving any vehicle to conduct agency business. Final applicants must certify that personally owned vehicles used for agency business have Texas minimum liability coverage and a valid state inspection. This position requires that the incumbent demonstrate strong personal financial responsibility and integrity. Final applicants may be subject to an employment credit check, driving record check, and criminal background check. Selected applicant will be required to provide documentation of prior training completed. Knowledge, Skills, and Abilities: Possess and exhibit excellent oral and written communication skills. Possess working knowledge in the use of personal computers, including Microsoft Word and Excel. Knowledge of statutory requirements, business operating procedures and reporting techniques. Skill in reviewing and auditing financial data and records. Ability to maintain effective working relationships with supervisors, co-workers, team members, regulated entity employees and the public. Ability to be self-motivated and exercise initiative and independent judgment. Ability to maintain confidentiality and handle sensitive information. Physical Requirements and/or Working Conditions: The physical demands described here are represented of those that must be met by an employee to successfully perform the essential functions of this job. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. This position requires: Regular and punctual attendance. Frequent use of personal computer, copiers, printers, and telephones. Frequent sitting. Frequent work under stress, as a team member, and in direct contact with others. Position requires up to 25% overnight travel.
