Summary This position is located in the Researcher and Collections Services, National Audio-Visual Conservation Center, 19053 Mt. Pony Rd, Culpeper, VA 22701. The position description number is 454438. The salary range reflects the locality pay adjustments for the Wash DC, Metro area. The incumbent of this position may work a flextime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses may be authorized for the person selected under this vacancy announcement. Responsibilities This position serves as the Chief, National Audio Visual Conservation Center (NAVCC) and reports to the Associate Librarian for Researcher & Collections Services within the Library Collections and Services Group. The Chief is a visionary, people-focused leader with broad responsibility for the NAVCC's overall strategic direction. This includes setting strategic objectives aligning the activities of its curatorial units and business operations to the Library’s strategic plan, as well as guiding outreach initiatives that contribute leadership to audiovisual preservation communities at home and abroad. The Chief leads change by overseeing the strategic evolution of the division's programs and services, and by partnering to chart its technical direction. The Library’s unparalleled moving image and recorded sound collections are housed in an extensive, fit-for-purpose facility in Culpeper County, VA. The incumbent is responsible for effective oversight of NAVCC operations through the Assistant Chief, and direct oversight for all aspects of curation and stewardship for its audiovisual materials. The position maintains productive relationships within industry and academic communities to support engaged stewardship of the nation’s audiovisual heritage, including through the work of the two Preservation Boards for Film and Sound Recordings which advise the Librarian of Congress on the National Registries. The Chief is also skilled in cultivating strong coalitions across the Library. As needed, collection stewardship activities are coordinated with other divisions where collections interests overlap (including the American Folklife Center and the Music Division). NAVCC provides custodial oversight for a variety of collection items outside the scope of its curatorial remit. The Chief is responsible for the overall execution of the division's budget, balancing the needs of collections stewardship, technology maintenance, and staffing. The NAVCC Chief has direct oversight of the division's curatorial functions. The Chief oversees the development, delivery, assessment, and modification of the division's services and programs to assure that the division is a major contributor, national leader, and collaborator in audiovisual heritage and stewardship. Ensures collection development is approached through a balanced, diverse, and sustainable portfolio. Seeks outside funding, assists in cultivating relationships with potential donors, and continuously seeks to improve the quality of the Library's collections and their accessibility. Ensures the division supports the vision of being a library for all, onsite and online, and builds services around the experience and needs of users. Supervises employees performing work up to the GS-15 level. Interviews and selects candidates for vacancies, initiates promotions and special commendations, and performs performance appraisal and other human resource management functions relative to staff supervised. Plans work to be accomplished by subordinates, communicates clearly about short-term and longer-term priorities, including adjustments to priorities, and prepares schedules for completion of work. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Provides advice and counsel to staff members and subordinate managers related to work and policy matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and comply fully with safety regulations and best practices in safeguarding the Library's collections. Establishes and maintains effective working relationships with various high-level individuals, other agencies, members of Congress, visiting dignitaries and distinguished members of the public. Establishes and maintains close cooperative working relationships with managers and senior officials of the Library of Congress, The Architect of the Capitol, other Federal agencies, and private industries in order to advance the NAVCC programs, objectives, and the smooth operation of the physical plant and work environment. Represents NAVCC and the Library on inter-agency, national, and international special working groups, task forces, or expert panels on special projects or studies critical to the resolution of far-reaching strategic or service-related issues. May represent the Library in dealing with matters which extend beyond the assigned program of responsibility.
