Job Summary
We are seeking a Senior Countering WMD Analyst to support a United States government client responsible for countering the procurement, stockpiling, and employment of Weapons of Mass Destruction.
This position is contingent upon award.
Responsibilities
Applies knowledge of Countering Weapons of Mass Destruction (CWMD) or Chemical, Biological, Radiological, and Nuclear (CBRN) defense activities (plans, programs, intelligence, doctrine and policy).
Applies expertise in planning support and assessments to the development of CWMD operations plans (OPLANs). Contributes to regional expertise in a theater of operations, working groups, and problem solving.
Coordinates the validation of external requirements, analyzing those requirements against plans, guidance, and organization priorities.
Provides joint planning support for campaign and contingency plans, including CWMD; counter proliferation; pathway defeat; nuclear deterrence and employment; and theater conventional nuclear integration/conventional support to nuclear operations methodologies and related expertise to the CCMDs, the Joint Staff, and other DoD Components.
Advises and assists in development of internal, supporting, and implementation plans to the Office of the Secretary of Defense (OSD), Combatant Commands (CCMDs), and the Joint Staff.
Supports the development, review, and revision of DoD CWMD and other related doctrine.
Provides technical, logistical, operational, and training support required to develop, perform and execute the training plan.
Reviews and updates Joint Doctrine and associated CBRN Instructions, Manuals, and Directives.
Conducts joint training exercises, planning, training, and assessments in accordance with DoD and joint directives.
Develops joint education and training materials, supports course implementation, and provides course instruction, but not limited to, support to mobile training teams. Assist in preparation and teaching.
Designs, develops, and constructs strategic game materials, to include injects, maps, “road to war,” and scenario.
Supports interagency and foreign partners.
Key Qualifications
DoD Secret clearance with ability to obtain TS/SCI clearance.
8+ years of experience with military-level operational planning, including developing and advising on matters regarding CWMD.
BA/BS in Computer Science, Information Systems, Engineering, Business, Operations Research, or other related scientific or technical discipline.
Experience with military-level operations including developing and advising on matters regarding CWMD.
Experience with the Joint Planning Process. Knowledge of CWMD policies and the three CWMD strategic end states of prevent, protect and respond, and corresponding CWMD activities with supporting tasks per the DoD Strategy for Countering WMD.
Operational expertise, organizational policy and planning experience to provide technical support to Combatant Commands (CCMDs), i.e., information, advice, alternative analysis, evaluations, and recommendations.
Must demonstrate outstanding/unparalleled writing, speaking, presentation, and interpersonal skills.
Must be willing to travel inside of the United States; potential for foreign travel overseas.
Demonstrated ability to plan, execute, and conduct moderate to large-scale conferences, presentations, and workshops.
Knowledge and detailed technical experience required of all Microsoft Office products (MS Word, MS Outlook, MS Excel, MS PowerPoint, MS Access, MS Visio, MS Project, MS Publisher), Microsoft Internet Explorer, and Adobe Acrobat products.
Preferred Qualifications
DoD Top Secret clearance with SCI eligibility.
8 years of experience in a joint military organization.
Operations Research degree from the Naval Post Graduate School (MS) or one of the academies (BS)
Formal service-level experience developing and delivering training and education, e.g., formal MOS/NEC school environment.
DoD acquisition experience; requirements and capabilities analysis experience.
Understanding of risk-based decision support in the DoD Chemical Biological Defense Program (CBDP) or one of its components.
Formal service-level experience developing and delivering training and education, e.g., formal MOS/NEC school environment.
Completion of DTRA Joint Countering WMD Planning Course (JCPC).
Expertise in managing Joint Training and Information Management System (JTIMS) (as well as its successor, JTT) and Joint Lesson's Learned Information Systems (JLLIS).
Work locations include government site in the National Capital Region and/or Battelle’s Crystal City office.
