Position Objective:
Provide various engineering services to support the safe and reliable operation of the Metro-North Railroad rolling stock fleet. Engineering services include: Electrical, Mechanical, Manufacturing, Industrial, and Materials Engineering, advanced analytic services for Relibility Centered Maintenance, Reliability Availability and Maintainability, and Enterprise Asset Management, Quality functions, Technical Support, and Maintenance Planning.
Responsibilities:
Develop equipment modifications. Review and process Equipment Change Requests (ECRs), design the equipment modifications, and write the instructions for implementation of such modifications. Develop Equipment Maintenance Instructions (EMIs), Equipment Overhaul Instructions (EOIs), and Maintenance Service Bulletin MSB) to create a standard of good maintenance and safety practice and to convey emergency repair information.
Participate and provide engineering expertise in preparation of technical specifications and procurement of new fleet and overhaul of existing fleet and system.
Support Revenue Service Operations proactively utilizing Wayside Monitoring and Diagnostic System (WMDS), Chief Logs, and IMS/AMS data management systems to minimize operational risk and identify trends. Retrieve and review downloads such as Real Time Data Monitoring (RTDM) and Event Recorder (ER) for train incidents and failure investigations. Provide technical evaluations detailing cause and corrective actions.
Provide oversight and guidance to shop personnel for failure investigations, troubleshooting , and repairs of all rolling stock. Utilize engineering principles in component failure analysis and provide detailed findings and technical bases for cause and resolution.
Effectively contribute to the functions of all MofE departments, other Metro-North Railroad departments, and other MTA agencies to support the rolling stock fleet reliability and operations efficiency.
Position may be required to work various shifts and locations as assigned to support a 24-hour day/, 7 days a week operation. Will be on call and respond to emergencies as required .

Required Qualifications:
Required Knowledge/Skills/Abilities:
Must demonstrate technical knowledge of either electrical or mechanical equipment systems to include, but not limited to, controls, power and pneumatic, microprocessor-based, high voltage, low voltage, system interfaces, and mechanical systems.
Must be capable of interpreting existing electrical schematics and vendor-supplied wiring, piping, and diagrams necessary for troubleshooting rolling stock systems, subsystems , and component-level.
Strong problem-solving and analytical skills to diagnose fleet problems and provide acceptable recommendations to maintenance supervision or workforce.
Ability to understand regulatory rules and guidelines including FRA and APTA.
Good interpersonal, organizational and both oral and written communication skills will all levels of MNR personnel.
Working knowledge of test and diagnostic equipment.
Experience in configuring replacement components and system assemblies for fit, form , and function applications.
Ability to determine appropriate functional requirements for equipment systems with regards to design and maintenance, based on reliability and risk analysis.
Familiarity with FRA regulations, APTA standards as well as other industry-related engineering standards.
Strong written and oral communication skills .
Strong technical writing skills for development of correspondence, reports, procedures , and technical Instructions.
Knowledge of standard safety practices rules and regulations in a railroad environment.
Knowledge in the review and development of drawings, specifications , and technical reports.
Working knowledge of Microsoft Office and/or comparable applications. CAD/ CAE and Auto Cad experience or demonstrated equivalent .
Required Education and Experience:
Bachelor’s Degree in Electrical or Mechanical Engineering or related technical field.
Minimum three (3) years’ experience in an engineering environment and/or equipment manufacturer working on passenger railcars and/or locomotives or related mass transportation equipment.
Two (2) years of supervisory experience.
OR
Completion of the Metro-North Railroad Engineer-in-Training Program and two (2) years of supervisory competencies.
Preferred Education/Experience:
MS in ME and/or PE Preferred

This position is safety-sensitive and subject to toxicological testing.
