Job Summary
The Office of Budget and Resource Planning is seeking a Senior Financial Analyst for Budget Development. This is a full-time (1.00 FTE ), 12-month, professional faculty position.
The Office of Budget and Resource Planning coordinates the overall allocation of financial resources to all units of the University including academic units, administrative units, and institutional reserves to achieve strategic and operational outcomes defined collaboratively by the Provost and the Chief Financial Officer. This position reports to the Associate Vice President for Budget and Resource Planning.
This position works within the goals and priorities set by the university strategic plan, the Office of Budget and Resource Planning, and the Division of Finance and Administration, to determine and implement appropriate solutions for strategic and operational budgeting and analytical planning needs. This position provides advanced analytic and statistical modeling using existing financial data sets in support of the development of the university’s Shared Responsibility Budget Model, the university’s tuition model, strategic institutional initiatives, and other resource planning and management activities.
This position provides input into the design and structure of the overall university enterprise data ecosystem to ensure it meets the business needs of the university and supports budget planning purposes. Problems faced are non-routine, often complicated in nature, utilizing complex data sets and an in-depth knowledge of university financial management and structures.
Successful employees in this position exhibit advanced skills in business and financial management, statistical analyses, and reporting tools, and highly effective interpersonal communication between technical and non-technical audiences. They will apply advanced knowledge of OSU financial structures, systems, and processes to advance the overall budget and resource planning of the university.

Key Responsibilities
30% CREATE AND MAINTAIN ANALYTICS DATA MODELS IN SUPPORT OF THE UNIVERISTY BUDGET MODEL
Develops expertise with data systems and provides data modeling in support of the Shared Responsibility Budget Model ( SRBM ).
Utilizes OSU financial knowledge and data models, to assist all units in assessment of their strategic initiatives.
Provides leadership to and oversight of data used by financial strategic partners and managers.
Creates and assists with training on the Shared Responsibility Budget Model to users across campus.
Defines data requirements, data collections, processing, cleaning, analysis, modeling, and visualization of financial information needed to appropriate funds as directed by leadership.
Answers key business questions related to resource planning and provides actionable insights to improve decision making across all campus units.
Tracks institutional commitments to ensure accurate SRBM allotments.
Serves as the subject matter expert on the SRBM (access, training, policy, and responding to inquiries).
20% – DEVELOP AND MAINTAIN MODELS FOR TUITION REVENUE ANALYSIS
Utilizes internal data to create and maintain a robust tuition estimation model that can accurately project the university’s largest revenue source, working within the complexities of OSU’s tuition structure
Monitors tuition revenue data and other revenue in the University’s Education & General Fund during the fiscal year in order to inform university leadership and modify in-year projections
Works with colleagues in collegiate units on projections for differential tuition.
25% – DEVELOPMENT OF DATA MODELS AND ANALYSIS FOR STRATEGIC INITIATIVES
Utilizes national and internal data to better understand areas of strength within OSU relative to peer and aspirational institutions.
Extracts insight from various data sources and translates this into financial impacts for the university.
Provides guidance and leadership on various financial committees with DFA and UIT .
Develops and maintains Budget Office financial reports and dashboards.
Undertakes research and analysis to understand business processes and creates recommendations for efficiency.
Develops financial tools to support organizational decision-making.
Conducts advanced quantitative analyses, creates forecasts, and generates reports to aid in institutional budget planning efforts.
10% COURSE FEE ADMINISTRATION
Serves as subject matter expert on course fees (access, training, policy, and responding to inquiries).
Reviews proposals and leads Course Fee Committee.
Works with colleges on appropriate application of university fee policies while maintaining operational efficiency
Manages the approval queue.
15% OTHER
Evaluates and modifies, as necessary, department policies.
Educates campus community as needed on budget processes.
Tracks institutional commitments.
Oversees the invoice and journal voucher approval queue.
Serves as FOAPA Committee representative for budget and resource planning.
Serves as primary liaison for the Grant Reporting & Reimbursement Systems ( GRRS ).
Collaborates with Budget and Resource Planning staff to meet business needs and enhance the planning and resource management capabilities for the institution.
Provides input and participates in the development of the Adaptive Planning budgeting tool and other Administrative Modernization Program software tools
Create and foster a work environment that is inclusive and welcoming to all staff, students, and campus community members.

What You Will Need
Bachelor’s degree in business, analytics, accounting, finance OR Bachelor’s degree in any field and an additional two years of relevant experience
Five years of experience in finance, budgeting, and/or budget/data analytics or a related field
Proven ability to work within a diverse, rapid-paced team environment, both independently and collaboratively with colleagues depending on the task.
Proven ability to maintain high levels of productivity and flexibility, with the ability to reconcile multiple, changing, and possibly conflicting priorities and high workloads.
Demonstrable commitment to foster an inclusive and collaborative environment for staff, customers, and campus community.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
What We Would Like You to Have
Advanced degree in Accounting, Business Analytics, or Statistics.
Demonstrated understanding of university financial and accounting systems and practices
Experience working in higher education.
Programming experience or training using SQL or similar software for report development.
Experience with Tableau of similar software for data visualization.
