CITY OF COLVILLE Public Works Technician in COLVILLE, Washington

* TITLE:*  Public Works Technician                        

*FLSA STATUS: * Non-Exempt

REPORTS TO:  Public Works Director

*GENERAL DESCRIPTION:    *Provides direct support to the Public Works Director in designing and administering construction projects, checking development and construction plans and plats of private developers for compliance with requirements, construction inspection, and maintaining engineering records.  May assist administrative staff with phone calls and walk-in customers.

*ESSENTIAL FUNCTIONS:  *Assist the Public Works Director in a wide variety of complex projects including but not limited to:  long-term planning and research, performing field surveys, designing projects, preparing bid specifications, inspecting projects including performing onsite interviews to verify prevailing wage compliance, contract administration, reviewing permit applications, and preparing a wide variety of maps and technical drawings and specifications for streets, traffic, lighting, drainage, sewer, water, buildings and equipment for public facilities.  Provides project cost estimates and reviews project submittals and approves per standards.

Maintain the City's Geographical Information System (G.I.S.), Design Standards, and the Pavement Management System (P.M.S.).  Performs G.I.S. data analysis.  Maintains the computer network for the Public Works Director and backs up files as needed.  Recommends revisions to systems and purchasing options, installs computer hardware and software.

Respond to inquiries from federal and state agencies, private utilities, developers and the general public regarding requirements for private use of the public right of way, location of utility easements, and requirements for development.  Perform plan review and utility construction inspection of private projects in the public right of way to ensure compliance with all requirements.  Reviews traffic control plans.  Works with consultants.

Assist the Public Works Director in preparing the department's biennial Budget recommendations, the Capital Facilities Plan, and the Six Year Transportation Plan, and grant and loan applications.

Organize, maintain and retrieve department electronic engineering files, including but not limited to record drawings, maps and reports.  Respond to requests from other departments for mapping and right of way information.  Responsible for obtaining and recording record drawings at the conclusion of public and private projects.

All work activities shall be conducted in compliance with the Safety and Accident Prevention Plan.

EDUCATION/EXPERIENCE:

Associate of Arts degree in drafting, engineering, surveying or related field.

Two (2) years of experience as a drafter or engineering technician.

MUST BE ABLE TO:

Read, review and understand a wide variety of technical maps and drawings, including topographic maps, building plans, property descriptions and construction drawings. 

Read, understand and apply city ordinances, standards and regulations and local, state and federal standards such as MUTCD, ASSHTO, WSDOT Standards, DOE standards and other engineering standards.
