Definition

Columbus Public Health is looking for an Administrator to oversee its Addiction Services Division. This position will oversee and coordinate the programs and activities of the addiction services area and the Franklin County Opioid Action Plan (FCOAP), a community response initiative to the opioid crisis. This position manages and coordinates the Alcohol and Drug Services program, which includes three major tenets: prevention, treatment, and harm reduction. Additionally, they will oversee an expanded treatment service program to include medical-assisted treatment (MAT) for those with substance use disorder and manage the Opiate Overdose Surge Notification process.

Under administrative direction, is responsible for the administration of the Addiction Services section within Columbus Public Health; performs related duties as required.

Examples of Work

Oversees, directs, and coordinates the programs and activities of the Addiction Services section;

Oversees and coordinates the Columbus and Franklin County Addiction Plan (C&FCAP), a community response initiative to the addiction crisis which was sparked by the opioid crisis in Ohio; identifies the resources needed to effectively implement this action plan;

Coordinates subcommittees, monitors data, and manages Opioid Surge Notification Plan and Process; coordinates outreach response if necessary based upon severity;

Consults with the Health Commissioner, assistant commissioners, and other City administrators and officials regarding policy development, planning, and coordination of services relating to addiction issues;

Oversees and coordinates the Alcohol and Drug Services section that includes four major tenets to include prevention, treatment, medication for opioid use disorder (MOUD), and harm reduction;

Provides vision and strategic direction for the section; establishes and ensures maintenance of program and service standards; ensures attainment of grant deliverables, goals,and the mission of Columbus Public Health;

Provides leadership and direction in public health emergencies;

Meets regularly with team leaders and project managers to share information, discuss program activities, develop leadership skills, and ensure integration of service delivery among programs;

Collaborates with local, state, and national organizations, community agencies, government officials, legislators, and community leaders to address addiction related issues, develop solutions, plan and coordinate programs, and ensure integration of service delivery;

Coordinates the administrative functions of the Addiction Services section with the Human Resources and Fiscal sections of Columbus Public Health;

Participates in labor relations activities such as conducting grievance hearings and working with union leadership to foster positive labor/management relations;

Provides leadership for specific departmental projects and/or initiatives, including participation in strategic planning;

May be assigned to serve as a member of an Incident Command System (ICS) Team, or a similar public health response team, which may include the conduct of operations on a 24/7 basis at remote locations. Assignment may include serving as a department and/or community incident commander or on the incident command team.

Minimum Qualifications

Possession of a bachelor's degree and six (6) years of experience in an administrative or management-level position(s) which involved planning, implementing, coordinating, and/or evaluating programs in health care, public/community health, or a related area. Substitution(s): A master's degree may be substituted for one (1) year of the required experience.

Possession of a valid driver’s license.
