Job Description: Title: Director-Housing Maintenance and Capital Projects Status: Exempt Reports to: Senior VP of Affordable Housing Management Job Summary: A Director of Housing Maintenance and Capital Projects is a leadership role responsible for overseeing and managing the maintenance and capital improvement initiatives within a housing organization or property management setting. Qualifications and Skills: Education: Bachelor's Degree or equivalent experience Experience:Minimum of five years performing, or leading multi-family maintenance teams, capital planning and implementation, budgeting, predictive maintenance tools, development and management of processes or protocols, or construction, for a portfolio of communities in multiple states. Familiarity with multi-family rental housing. The ability to manage multiple, complex priorities within demanding timeframes. Strong analytical, planning, forecasting and budgeting/financial skills. A record of accomplishment of performance excellence meeting targets and objectives. Strong facilitation and delivery skills. Ability to use independent judgment. Strong team building and team management skills. Ability to gather data, compile information, and prepare reports. Performs other duties as assigned. ESSENTIAL FUNCTIONS Provide strategic leadership support for developing and implementing community-level maintenance and capital project programs, while promoting a culture of continuous improvement initiatives across all apartment communities. Implement, monitor, provide functional support or guidance to ensure the timely completion of the owner's capital projects, including property damage insurance claims, up to $100k for the community(s). Work collaboratively with property management for regular review and monitoring of sites' capital needs forecast, ensure capital projects are budgeted, annually, and the capital project's approval protocol is consistently being followed. Support and trouble-shoot with site staff on complex or challenging capital projects. Support property management by providing necessary analysis to assist with budgeted based rent increases associated with capital planning or gaps in funding. Maintain administrative duties related to capital or insurance projects including process payment applications, tracking project progress, and contract administration, where applicable Act as liaison between property management, ownership, procurement, insurance, contractors, and/or regulating agencies, for applicable status updates on project completion.7. Lead, guide and provide support for the Maintenance Services Manager role and the Regional Maintenance Leads Oversee the development and training of appropriate procedures and policies for site level maintenance best practices and processes, i.e. unit and building inspections, work order completion, unit make ready standards, preventative maintenance, state agency or federal inspections, and other related site-level maintenance activity. Monitor and ensure maintenance standards at communities remain within compliance per local, state, partner, ownership and regulatory agencies expectations. Serve as the "owner" of capital project database (CPD) and other technology-based maintenance data management systems (Inspect Check); ensure updates are tracked within CPD, and relevant reporting is delivered and reviewed regularly for compliance. Develop or review existing strategies or protocols to insure related processes or more efficient for property management, and for our residents. Remain knowledgeable of industry matters or trends and assess when pivots or needed with existing protocols.
