Nebraska Public Power District (NPPD) has an immediate opening for a Human Resources Information Systems & Projects Specialist I or II located at Columbus General Office in Columbus , Nebraska. Position closes January 19th, 2025 at 11:59 p.m. Central Time.
This position will report to the HR Operations Manager.
Position Summary
The incumbent provides technical and functional application analysis, development, design and support for the District’s Human Resources Information Systems (SAP and Success Factors) as well as support and coaching on HR specific applications, including Affirmative Action, Organizational Charts and other reporting applications. Provides application and system end user support, defines system requirements, performs functional and/or technical analysis, plans and executes testing, monitors performance, maintains configuration and testing files, ensures personnel data and master data integrity, and manages change. Provides guidance in modifying business activities and processes to fit the system’s functionality; providing on-line assistance to the organization in troubleshooting more complex problems; and must have a general understanding of Human Resources when working with technology and processes. Responsible for developing reports to meet management requests and needs for human resources related information. Responsible for information communicated to employees via Employee Handbook, SharePoint and employee newsletters.
Coordinates the development, continuous improvement, and implementation of various Human Resource programs and special projects as assigned. Programs include but are not limited to the Human Resources Business Plan, Strategic Plan and Human Resources business processes.
Education, Training and Experience
HR Information Systems & Projects Specialist I
Requires a bachelors’ degree in HR, business, information management or related field plus two years of experience.
OR
Associate degree in HR, business, information management or related field plus four years of experience.
SAP-HR module and SuccessFactors experience is desired.
Strong oral and written communication skills specifically related to creating user documentation and training guides. Ability to think analytically and be a problem solver. Capable self-starter able to work independently, be innovative and works well with all levels of the organization.
Other work experience or demonstrated performance indicating applicant has skills & ability to perform duties of position may be substituted for specified years of experience and/or education.
HR Information Systems & Projects Specialist II
BS or BA degree in HR, business, information management or related field is required plus four years of experience. SAP-HR module and SuccessFactors experience is desired. Sound knowledge of system design, development, effective testing methods and system implementation experience is desired.
OR
Associate degree in HR, business, information management or related field plus six years of experience.
Experience in planning, coordinating, & leading teams to analyze & apply technology &/or Business Process Reengineering to improve system workflow is desired. Ability to think analytically and be a problem solver. Good oral and written communication skills specifically relating to creating user documentation and providing user training. Capable self-starter able to work independently, be innovative and actively seek new or better methods of competence. Curious, change orientated and passionate about process improvement.

Licenses and/or Certifications
PHR or SHRM-CP certification is desired. Certification in Lean Six Sigma and/or Agile methodologies is desired.
Essential Duties & Responsibilities
Provide software maintenance and enhancement activities associated with support of HR’s business applications (includes analyze, design, develop and maintain support for these applications.) Provide system configuration using District standard development tools to implement the specified functionality. Follow ET work management and technical configuration and coding and code transport methodologies as required. Analyze, develop, maintain, execute, and document the results of unit and integration testing plans. Collaborate with others to understand business processes and how technology can be leveraged to solve problems and create efficiencies. Communicate the business value of features. Gather input from users and stakeholders and synthesize into clear product requirements that drive business value. Maintain awareness of how the business utilizes and supports the underlying business problems of applications. Partner with ET to ensure decisions are aligned with overall portfolio strategy. Ensure system compliance with data security and privacy requirements. ·
Provide end user support for HR’s business applications, including answering questions, troubleshooting of technical issues/problems, and assisting with consulting and training services for supported applications. Develop training aids and documentation to assist teammates with applications and for troubleshooting issues.
Create, generate and maintain effective HR reporting and key metrics to drive organizational effectiveness to support data-driven decision-making. Generate a variety of reports and queries using appropriate reporting tools. Help maintain data integrity within the systems and provide analysis of generated data, as needed. Prepare government reports related to EEO and OFCCP compliance as well as department of labor survey requests and other ad hoc requests. Compile reports and analysis of information for preparation of affirmative action plan and Equal Pay Analysis. Ensure coding is correct within master data and personnel data for compilation of workers compensation annual report, veterans’ reports, EEO reports and affirmative action plan. Compile data for survey requests.
Develop, maintain, implement, and continually improve Human Resources programs including related procedures, instructions, guidelines, and policies designed to meet Human Resources goals, objectives, and needs. Write, update and edit Human Resources policies, procedures and standards as needed. Programs include but are not limited to the NPPD Strategic Plan and its specific Human Resources-related objectives, Human Resources Business Plan and Human Resources business processes. Serve as leader and/or team member on special projects within HR. Recommend process/customer service improvements, innovative solutions, policy changes and work with management and key stakeholders for approval and implementation. Use project management skills in managing projects.
Maintain awareness of current trends in Human Resources Information Management systems with a focus on product and service development, delivery and support and applying key technologies to propose and implement innovative solutions.
Continuously increase both HR knowledge and HRIS application/tools knowledge. Participate in user group meetings and conferences.
Cross Training across Human Resources will be required. Maintains an active interface with other Business Units to assure criteria and objectives are met.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range. Successful applicants will be provided more information regarding the incentive program at the time of an interview.

Pay Grade - 12
Typical Pay Grade Starting Salary Range: $6,444.00 - $7,632.00
HR Information Systems & Projects Specialist II
Pay Grade - 14 Monthly
Typical Pay Grade Starting Salary Range: $7,746.00 - $9,876.00
Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska) Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.

In addition to the base salary listed in posting, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range.
Retirement Savings
NPPD employees may participate in two retirement plan options – a 401(k) plan and a 457(b) plan. Both plans allow for pre-tax or Roth contributions. After the first six months of employment, the 401(k) plan includes a generous matching contribution from NPPD. The five-year vesting period begins on an employee’s hire date.
