Army National Guard Units TRAFFIC MANAGEMENT SPECIALIST in Columbia, South Carolina

Summary This is a National Guard Title 32 Excepted position for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number PDD1922000, and is part of the SC USPFO, South Carolina Army National Guard. Responsibilities This position is located in the United States Property and Fiscal Office (USP&FO). The purpose of the position is to manage and direct the daily Commercial Traffic Management Program for freight, equipment, personal property and passenger movements. Provides traffic management advisory services and formulates commercial traffic management policies. Work involves developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations. Requirements Conditions of Employment Qualifications THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. MINIMUM EXPERIENCE REQUIREMENTS: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 36 months experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE - Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
