This position spans both current (60%) and long-range (40%) planning tasks. Experience as a "lead" planner on policy or regulatory initiatives is desired. Applicants should be self-motivation, have experience in public engagement/outreach, and be capable of building relationships internally and externally. Applicants are encouraged to provide specific examples of their engagement skills/strategies with diverse audiences and their ability to manage multiple projects, simultaneously, from inception to completion.

Job Description

The purpose of this job is to provide comprehensive city plan management and implementation. Manages planning and development applications, including those for annexation, zoning, and subdivision of property; and communicates with customers regarding project compliance and impact. Proposes Unified Development Code (UDC) amendments; manages assigned transportation-related planning and project grants.
Essential Functions:
Conducts comprehensive plan management. Prepares updates for plans, agreements, and grants.
Processes planning and development applications. Reviews building permits and business licenses. Drafts development-related agreements.
Administers, maintains, and revises the Unified Development Code.
Implements and maintains software.
Monitors federal transportation legislation and requirements and participates in Missouri Department of Transportation (MoDOT) and federal transportation planning conference calls and webinars.
Staffs and prepares reports and meeting agendas for Columbia Area Transportation Study Organization (CATSO) policy board and technical sub-committee meetings. May prepare reports for the Planning and Zoning Commission and Board of Adjustment.
Regular attendance is a necessary and essential function.
Performs other duties as assigned.
Education and Experience(
An equivalent combination of education, training and experience will be considered):
Education and Experience
Bachelor's Degree in city planning, architecture, landscape architecture, public policy, environmental studies, geography, construction science, or related field.
3 to 5 years experience in planning, development, construction, or related field.
Licenses or Certifications
- Valid drivers license.
Knowledge, Skills and Abilities:
Knowledge of:
Processes utilized in the administration, development, or conduct of studies relating to capital planning, comprehensive planning, and public services.
Land use techniques and strategies utilized in the development of regulatory processes relating to zoning, subdivisions, and urban planning.
Common business software applications such as Microsoft Office, GIS, and enterprise permitting and licensing software.
Relevant laws and regulations pertaining to federal and state transportation planning and planning, development, and public records.
