Department Summary:

The N111 Future Space Capabilities Department is seeking an enthusiastic and talented Project Leader to develop the USSF’s Space Systems Command (SSC) Operational Test and Training Infrastructure (OTTI) which is the “arena” necessary to conduct enterprise testing, tactics development, and advanced Guardian training for Great Power Competition (GPC). The N111 Department’s mission is to provide thought leadership and data driven analysis to enable the Department of the Air Force and the USSF to design, develop, acquire, and integrate future warfighting space mission area designs, including space system-of-systems architectures and space programs, in time to outpace accelerating threats. Our focus is to create, integrate, and assess space concepts, technologies, enterprise architectures, and wargaming to fight and win.

Roles & Responsibilities:

The Project Leader (PL) is responsible for all aspects of the project, including staffing and technical direction, and will interface directly with sponsors to develop solutions for their pressing challenges and mission. This is an opportunity to develop and expand your project leadership and technical skills while contributing to a distinctive project with cross-cutting impact. This leader will draw upon technical knowledge in the fields of science, engineering, and testing in a multi-disciplinary environment. The position requires initiative, creative leadership, technical expertise in a relevant field, and demonstrated project management experience.

The PL will serve as a Principal Space Systems Engineer serving as a senior MITRE technical leader to Space Systems Command’s (SSC) Operational Test and Training Infrastructure (OTTI) Program Executive Officer (PEO). You will apply your deep knowledge of test, training, evaluation, and broad systems engineering expertise to help the USSF “go fast” and deliver more resilient space systems. The selected candidate will be on the leading edge of delivering advanced space capabilities.

PL Responsibilities include:

  • Building a staff plan and a team with the skills, expertise, and behaviors for success

  • Engaging with sponsors, department leadership and project team to shape the work program, align with MITRE’s strategies, deliver high quality data-driven technical products and address risks to meet contractual obligations for time, budget, and level of effort

  • Building collaborative relationships with the sponsor, project team, and teams from MITRE National Security Sector, MITRE Public Sector, and MITRE Labs to leverage existing work and best practices

  • Fostering and demonstrating MITRE’s culture. Empowering speed, risk-taking, adaptability, collaboration, grace and respect, and maintaining an inclusive working environment for all

  • Providing feedback to supervisors on team members’ performance

Principal Systems Engineer Responsibilities include:

  • Performing as senior technical advisor to SSC on space range and infrastructure support to T&E

  • Engineering solutions to develop the OTTI’s physical/live, synthetic/virtual environments, and infrastructure to include modeling and simulation of blue and red systems to enable testing, training, exercise events, data analysis, Systems Engineering Integration and Test (SEIT) processes, and agile process implementation

  • Guiding development of data management and governance strategy and processes to standardize data use across OTTI capabilities and facilitate decision making

  • Conducting capabilities/gaps/requirements analysis, developing options, and recommending enterprise requirements, resources, and roadmaps for an OTTI, including support to Large Force Exercise objectives as part of the STARCOM requirements management process

  • Acting as MITRE’s focal point to reach back for deep technical expertise to include MBSE and modeling and simulation, in solving test, training, and infrastructure challenges

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience

  • 8 years test and evaluation (T&E) experience

  • Project Management experience and ability to conduct analysis and present findings to senior-level decision makers

  • Knowledge of the JCIDS process, especially the DoD test and evaluation processes

  • Experience with systems engineering

  • Understanding of the roles and responsibilities of USSF, STARCOM, and space acquisition organizations

  • TS/SCI and the ability to be cleared for Special Access Programs

Preferred Qualifications:

  • Project Leader experience

  • Space Control T&E experience

  • Knowledge of test range operations, infrastructure development, and operations

  • Defense Acquisition Workforce Certification: Test & Evaluation Level 3

  • Currently working in the Space Defense Systems domain

  • Previous experience at the USAF Test Center

  • Previous acquisition program office experience

Salary compensation range and midpoint:

$155,500 - $194,500 - $233,500 Annual
