Hiring Range: $113,000.00 - $133,090.00 annually

(salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 7:30am - 4:00pm or 8:00am- 4:30pm, subject to change. Under FLSA guidelines, this position is exempt. Eligible for hybrid work after a minimum of 3 months of employment and pending operational need.

Leads the County’s Contracts and Procurement Division to provide the highest level of acquisition and contracting service to the County through solicitations, collaboration, cooperation, creativity, and professional expertise. Continually streamlines and simplifies procedures by efficient use of technology. Maintains an organization whose philosophies and practices reflect the highest ethical level of conduct to achieve and maintain the public’s trust. The Division’s mission is to facilitate the contracting and procurement process for all County departments and offices in a fair, legal, responsible, responsive, and flexible manner, and to work in an evolving system that is defined by and reflects management direction, customer/staff partnerships, Board of County Commissioner leadership, and organization values and quality.

Essential Duties/Responsibilities

  • Leads the development, implementation, and administration of policies and programs designed to support all County departments and offices; ensures the Division performs at a high level of service.

  • Promotes the County and Division’s mission, vision, and values that drives outstanding customer-service to departments, staff, elected officials, various boards and commissions, community groups, vendors, and the public.

  • Demonstrates continuous effort to improve operations, streamline work processes, effect change management, and work cooperatively to provide timely, efficient, and outcome-driven responses to contract and procurement issues.

  • Understands cross-functional priorities to achieve value delivery to stakeholders; facilitates competing organizational priorities.

  • Determines proper methods of procurement to ensure compliance with current State and Federal contract and acquisition regulations/statutes.

  • Ensures the Division carries out strategies based on current developments in the field of government contracting, purchasing, economic trends, market conditions, and new products.

  • Provides visionary Division-level leadership supporting the County’s and the Financial Services Department's Strategic Plan. Manages assigned staff; provides training, mentoring, and development Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process. Develops and maintains a positive team culture.

  • Ensures compliance with Colorado Open Records Act (CORA).

  • Oversees surplus property disposal/sale.

  • Presents regularly at meetings, including the Board of County Commissioners. Represents El Paso County at Local, regional, and State functions. Coordinates activities with other Local jurisdictions and State agencies.

  • Performs other duties as required.

Supervision Exercised:This classification requires managing and monitoring work performance of assigned staff, including making final recommendations on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. This classification may occasionally require director-level or above supervision in cases of absence.

Supervision Received:Receives minimal direction. This classification typically performs job duties with broad parameters defined by general organizational requirements and accepted practices. End results determine the effectiveness of job performance.

Qualifications

Knowledge, Skills & Abilities

  • Comprehensive knowledge in governmental procurement practices and procedures.

  • Broad knowledge of Colorado county governments and the services provided.

  • Knowledge in lean process management and continuous process improvement preferred.

  • Strong interest in and understanding of people with a corresponding ability to establish and maintain close communication channels leading to strong cooperative relationships with County employees at all levels.

  • Strong customer service orientation and experience. Ability to evaluate and implement the best available technology to improve customer experience.

  • Excellent communication and organizational skills.

  • Ability to exercise discretion and maintain high levels of confidentiality; ability to exercise sound judgment.

  • Ability to manage and train others; ability to objectively review and evaluate the performance of others.

  • Ability to create a positive atmosphere and environment that fosters teamwork.

  • Ability to learn other county-specific programs.

  • Maintain regular and punctual attendance.

Required Education & Experience

  • Bachelor's degree in related field.

  • Must possess 96 contact hours of procurement-related coursework/training within the previous ten years.

  • Five years of procurement experience within the previous ten years of which a minimum of three years in a management or supervisory position. At least half of the experience must be in public sector.

Licenses/Certificates

  • Certified Professional Public Buyer (CPPB) Certificate.

  • Certified Public Procurement Officer (CPPO) within six months of employment.

Pre-Employment Requirements

  • Must pass conditional post offer background investigation and drug screen.

Work Conditions

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs.
