National Archives and Records Administration ERA PROGRAM MANAGEMENT SPECIALIST in College Park, Maryland

Summary This position is part of the National Archives and Records Administration. The incumbent serves as an Electronic Records Archives Program Management Specialist providing agency expertise, leadership, and strategy development for NARA's deployment and use of the ERA 2.0 system. ERA 2.0 supports a broad range of archival functions, from the accessioning of Federal records to the preservation of digital content, whether born-digital or digitized. Responsibilities As an ERA PROGRAM MANAGEMENT SPECIALIST, you will: Plan and coordinate ERA 2.0 development, deployment, and administration. Provide advice and recommendations that lead to the advancement of the program and/or resolve substantial issues that may arise. Plan, analyze, and coordinate NARA's change management effort to ensure a smooth transition from NARA's current systems to an operational model using ERA 2.0. Maintain knowledge of emerging technologies and new developments in organizations (e.g., archives, other Federal agencies, and industry) related to the transfer, management, and processing of electronic records Maintain awareness of technology changes and the impact of those changes on NARA's approach to managing electronic records. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. Must successfully complete a background investigation. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position must include the following: Supervising or leading an archival records program. OR Participating in efficiency studies and recommending changes or improvements in organization, staffing, work methods and procedures. OR Experience utilizing archival principles in order to maintain and administer record keeping systems. OR Utilizing electronic records processing and digital preservation concepts, laws, regulations, policies, and technology, sufficient to ensure that digitized and born-digital objects can be managed and preserved for short and long-term access. OR Proposing and implementing technical and procedural solutions and/or strategies for program improvement to assure the continuing effectiveness of activities in support of an agency's digital preservation program. OR Experience utilizing archival principles in order to maintain and administer record keeping systems. OR Suggesting improvements in digital imaging processes. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
