Federal Aviation Administration Supervisory Aviation Technical Systems Specialist (SATSS Team Manager) in College Park, Georgia

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Directs the work of subordinates for multiple organizational units/projects/programs across multiple functions and/or disciplines within a major subdivision. Responsibilities Duties typically include: strategic planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, coaching and developing staff and organizational capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action as appropriate. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization. Identifies the need for improvement, develops necessary plans and builds consensus to insure successful implementation of the change. Collaborates with others in an open environment to exchange ideas and knowledge. Changes viewpoints, behavior and work attitudes in response to new information. Identifies and develops specific initiatives and metrics to support agency goals. Communicates initiatives and metrics to employees for accomplishment. Manages, implements, conducts cost analysis, and authorizes multidimensional programs in the Service Area. Ensures configuration management and safety management are addressed within each project. Ensures completion of asset capitalization and successfully closes out projects and programs with sponsors, local facilities and other customers. Supports the formulation of Service Area input to the service unit business/operations plans. Collects, assembles, and analyzes relevant data for project/program development. Assists with translating corporate business and operations plans into Service Area work plans for execution. Reviews all relevant plans and ensures that they are coordinated and horizontally integrated within the Service Area. Tracks progress against national and Service Area plans and reports status. Serves as a focal point for NAS equipment issues and compiles and provides initial validation of facility/service area needs. Collects analyzes and submits operation and technical data to service unites for needs validation and requirements development. Presents alternatives and provides recommended solutions and associated costs. Acts as an advocate to ensure that need are successfully developed into requirements that can be funded to sustain and expand NAS capabilities. Provides prioritization of Service Area requirements and coordinates and integrates across service unites and external organizations. Qualifications To qualify for this position at the FV-K level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience in the operation, installation, or establishment of NAS components, facilities, or systems. Project management or construction administration experience in NAS-related programs in acquisition, deployment, sustainment, or improvement of facilities; including large, complex developments with multiple stakeholders. Experience in the design, development, deployment, or performance evaluation of systems or facilities that support the NAS.
