This position is an intermediate level position, which may lead to a full performance, Realty Specialist, FV-1170-H. The incumbent performs progressively more difficult and complex realty specialist assignments, leading to a complete range of assignments upon promotion to full performance level. The position provides on-the-job experience and formal classroom training to develop proficiency in all aspects of real estate. Responsible for a complete range of real property acquisition, management, and disposal duties in support of the National Aerospace System. Functions include the following:
- Providing support to the requiring organizations in defining and analyzing requirements including exploring viable options
- Complying with all applicable federal, state and local laws, regulations, and Acquisition Management System (AMS) policies and procedures in leasing, administering and terminating real estate and utility contracts and other transactions.
May acquire a warrant to become a Real Estate Contracting Officer (RECO). The initial authority is typically limited to $250,000. It may be adjusted incrementally not to exceed $1 million. May also exercise signature authority for other actions such as interdepartmental agreements with other U.S. government agencies or with state or local governments. Works independently on routine and less complex assignments and receives closer supervision when performing more complex assignments and has contacts with personnel both within and external to the organization.
Provides assistance and support to the customer in defining requirements and submitting requisitions and similar requirements documentation:
- Reviews real property acquisition requests to determine validity and adequacy.
- Conducts feasibility studies, market analyses, and appraisal reviews to determine fair market value of desired properties.
- Performs title searches, researches routine environmental issues, and performs similar reviews to advise customers on routine and less complex situations.
- Refers complex title and environmental issues to higher-grade specialist for resolution.
- Assists customers in defining requirements, drafting or revising specifications, exploring options for lease or purchase, and otherwise correcting deficiencies in requirements or procurement requests.
Acquires real property for less complex acquisitions. Specifically, these include real property acquisitions for lower dollar amounts and those not having significant environmental issues, easements, property condemnations, or property owner displacements:
- Prepares acquisition plan to include determining acquisition strategy.
- Uses direct purchase, like exchange, donation, and/or lease.
- Obtains appraisal for purchase by contracted appraiser or prepares market survey.
- Negotiates and signs real property acquisition lease contracts subject to limit of the RECO warrant.
Manages real property:
- Negotiates and awards utilities contracts for electricity, gas, water, and sewer service.
- Reviews real property inventory to identify excess property, alternative uses, required maintenance, and similar issues and may enter information on real property inventory into Real Estate Management System (REMS).
- Exercises authority to approve payments up to the limit in the RECO warrant.
- Prepares less complex contract or lease modifications; signs modifications within delegated authority or obtains approval and signature from appropriate specialist.
- May assist in disposing real property.
Prepares responses to less complex inquiries and assists the Real Property and Utilities Group Manager, supervisor, or senior specialist in responding to more complex oral and written inquiries including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualified applicants must have at least 1 year (52 weeks) of Specialized Experience.
